CHEAPR - Board Archived Materials
The Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR) program and CHEAPR Board were established by section 22a-202 of the Connecticut General Statutes (C.G.S.). The CHEAPR Board is responsible for setting rebate levels and determining income eligibility requirements for Connecticut residents who purchase or lease new or used hydrogen vehicles or electric vehicles rebates, as well as conducting an annual evaluation of the CHEAPR program.

On May 10, 2022, Governor Lamont signed Public Act (PA) 22-25, An Act Concerning the Connecticut Clean Air Act. Section 7 of PA 22-25 requires DEEP to establish and administer a program to provide rebates and/or vouchers to residents of the state who purchase an electric bicycle (E-bike) .

The Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR) offers incentives for Connecticut residents who purchase or lease a new eligible battery electric, plug-in hybrid electric or fuel cell electric vehicle.
