Connecticut Information Sharing System - CISS

Components

CISS allows criminal justice agencies to share information in two main ways: Workflows and Search.

Workflows

Workflows are automated processes that send information to authorized users based on defined rules and security requirements.

For example, when an officer makes an arrest, a notification is automatically shared with users who are authorized to receive that information.

As new information is added by agencies, users can follow a case from beginning to end, including arrest, incarceration, court activity, and release.

Search

Search allows authorized users to look up information across systems from participating Connecticut criminal justice agencies.

These systems include law enforcement, the Judicial Branch, and agencies such as:

  • Department of Correction
  • Department of Motor Vehicles
  • Court Support Services Division
  • Board of Pardons and Paroles

For example, a law enforcement officer can search a vehicle’s license plate to check registration status and see if the owner is wanted by any agency in Connecticut.

Additional information may include whether the individual:

  • Was recently arrested
  • Was released from prison
  • Is the subject of a protective order
  • Is registered as a sex offender
  • Has pending court cases
  • Has bail conditions
  • Is on parole or probation
  • Has a history of violence against law enforcement

Users can also search for information about vehicles, locations, property, and events such as arrests.

The system can show connections between people, addresses, events, and property, helping users better understand relationships within a case.
