1. Notice of Scoping for 85 Tremont Street, Meriden

Project Description: Trinity Financial (“Trinity”) plans to transform the historic 123,000 square-foot Aeolian Company building in Meriden into 82 units of mixed-income rental housing. Trinity’s proposed adaptive reuse project, which is located at 85 Tremont Street, will breathe new life into a historic asset, remediate a Brownfields site, and provide new rental housing at four income tiers. 85 Tremont Street is located within Meriden’s recently established Adaptive Reuse Overlay District, which was implemented to catalyze the redevelopment of vacant and underutilized historic industrial buildings. The Aeolian Company building sits on a parcel of land that is roughly 2.2 acres. The plans for 85 Tremont call for a total of 82 mixed-income apartments, including one- and two-bedroom units, at up to 30%, 50%, 60%, and 80% of area median income (AMI), as well as unrestricted, market-rate units. Eleven of the units at 30% of AMI will be project-based HUD Section 811 units. The subject site is considered an ‘Establishment’ pursuant to section 22a-1a-134. Phase I, II, III Environmental Site Assessments were done, and Remedial Action Plan (RAP) will be prepared this Fall. The project location is not in any floodzone, wetland, and storm surge zone. There is no critical habitat identified in the project area. The location is not in any nationwide important farmland soil. The CT State Historic Preservation Office (SHPO) has reviewed the Part 1 application, “Determination of Historic Structure Status,” for the above-listed building and has determined that the project is likely be listed in the National Register of Historic Places. Tribal consultation requests were also made on August 10th, 2023.

The remediation work will enable the redevelopment of the existing building into 120 mixed-income residential units and approximately 5,000 sq. ft. of commercial and recreational space.

3. Notice of Scoping for MLK Tyler

Project Description: The Project is located at 16 Miller Avenue in the City of New Haven on a 4.3-acre parcel. The Project includes the new construction of fifty-six (56) residential units of one-, two- and three-bedroom apartments of which forty-four (44) will be subject to the affordability restrictions and twelve (12) supportive units. This redevelopment project will reach families and individuals at or below 30%, 50% and 60% AMI. Supporting uses include a clubhouse community center with meeting space for supportive services staff and residents, management offices, a coffee shop to be operated in part by supportive housing residents, 62 surface parking spaces, playground and community gazebo. The apartments are being constructed within the existing contextual (low rise residential) zoning established for the site by the City of New Haven with a special exception approved for the coffee shop (548 sq ft) commercial use.
Currently the land is vacant. The area was previously developed between 1923 and 1965 with 20 residential and commercial properties but most structures were demolished by 1970. There has not been an archaeological survey done because it is unlikely that there are archaeologically deposits since the site was previously developed. State Historic Preservation Office (SHPO) approval is available for the site mentioning as ‘No historic properties will be affected’. The project site is not located in any Natural Diversity Data Base (NDDB) identified critical habitat. The site is located in area of minimal flood hazard as per Federal Emergency Management Agency (FEMA) Flood Map and not in any wetland as per national wetland inventory map. A portion of the project site touches storm surge zone 3 and 4 and also falls in conservation area factor 1-3. That portion of the project site is located in Coastal boundary but not in any Coastal Barrier Resources System (CBRS) unit. No brownfield/superfund/toxic release facility within 3000 ft of project site. There is a Phase I ESA available. The development of the Site for residential use will be performed in accordance with a Soil Management Plan in order to protect human health and the environment.

4. Notice of Scoping for Coventry Boathouse Upgrades Project

Municipality where proposed action might be located: Coventry
Project Description: The University of Connecticut (UConn) is planning a design-bid-build project to upgrade the existing boathouse located at 124 Lake Street in Coventry. The site is an off-campus facility of the University of Connecticut-Storrs campus. The existing boathouse dates to 1987; in addition to reaching the end of its useful life, the facility has outstanding maintenance issues including unsecured bathroom facilities and inadequate equipment storage.
The proposed boathouse will occupy the footprint of the existing UConn boathouse which sits east of Coventry Lake (Wangumbaug Lake) on the site of the Town of Coventry’s Patriots Park. The new facility will include modernized facilities, including appropriate locker room space and bathrooms that are accessible from within the new building. These upgrades will support the recent team growth of both coaches and students. The total project footprint will occupy approximately 0.45 acres of the approximately 6.2-acre parcel on which it sits and will be comprised of the new boathouse, a gravel parking and boat hauling area, and a paved parking area to include a new Americans with Disability Act (ADA) accessible parking space and entrance (not currently provided on site).
Known as the “Coventry Boathouse Upgrades Project,” the Proposed Action to be assessed under the Connecticut Environmental Policy Act (CEPA) process consists of the following elements:
- Demolish existing, aged boathouse and replace with a modernized boathouse in the general footprint of the existing boathouse with an approximately 2,000 square foot (SF) addition
- Facility upgrades to include safe interior equipment storage areas, locker rooms, and bathrooms
- Upgrades to site drainage and stormwater management including a bioswale
The Proposed Action is located in the Mill Brook subregional watershed within the Willimantic local watershed. UConn will incorporate comments from a public scoping meeting and evaluate the Proposed Action with taking no action or other feasible alternatives. Direct, indirect, and cumulative impacts associated with the Proposed Action will also be assessed.

5. Notice of Scoping for Replacement of Bridge No. 00853, Route 16 over Salmon River
Address of possible location: Route 16 (Colchester Avenue) over Salmon River approximately 2 miles west of the intersection with Route 149 (Westchester Road).
Municipality where proposed action might be located: East Hampton
Project Description: The bridge (00853), constructed in 1932 and reconstructed in 1986, is comprised of a concrete encased steel girder and reinforced concrete deck superstructure supported on reinforced concrete abutments, wingwalls and central pier. It has been determined that the bridge is potentially eligible for listing on the National Register of Historic Places. Route 16 is classified as a Rural Minor Arterial Road and has an Average Daily Traffic (ADT) volume of approximately 6,800 vehicles per day. The existing structure is generally oriented in an east/west direction, with no skew, and does not carry a sidewalk on either side.
The purpose of the project is to address the structural deficiencies of State Bridge No. 00853, and to provide a structure that accommodates safe travel for all facility users. The replacement bridge will be a steel plate girder structure with integral abutments. The proposed bridge will be a single span structure and have a span length of 150 feet, eliminating the center pier. It also includes a widening of the roadway to provide a 32-foot curb-to-curb width.
There are right-of-way impacts associated with the proposed improvements. These impacts include temporary construction easements on each side of the bridge. Construction is anticipated to begin April of 2026 based on the availability of funding, acquisition of rights of way, and approval of permit(s).

On March 7, 2023, the CT Department of Public Health (DPH) published a Notice of Scoping to solicit public comments for this proposed project in the Environmental Monitor.
Comments were received from the Department of Energy and Environmental Protection (DEEP) during the comment period. The applicant provided a Memorandum, dated May 19, 2023, that provided DPH with a response to the DEEP comments that were considered by DPH in DPH's responses to DEEP's comments. The Memorandum includes DEEP's submitted comments for reference. The DPH review of all comments and DPH's responses, including the acceptance of the information in the applicant's Memorandum, are included in the Environmental Review Checklist.
After consideration of the comments received, the Department of Public Health has determined that the project is not one that may significantly affect the environment and therefore, it does not require the preparation of an Environmental Impact Evaluation (EIE) under CEPA. The Department’s conclusion is documented in an Environmental Review Checklist and Memorandum of Findings.
