"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. 1. Notice of Scoping for New Britain Water Department Batterson Park Road Water Main Extension

Project Description: The New Britain Water Department is seeking financial assistance under the Drinking Water State Revolving Fund (DWSRF) program to fund the construction of the Batterson Park Road Water Main Extension project. The proposed project will comprise the installation of approximately 2,300 lineal feet of 12-inch diameter ductile iron pipe within the Batterson Park Road right of way. The new water main will connect two ends of the New Britain Water Department’s distribution system at Batterson Park Road’s intersections with Two Mile Road and Hamilton Way. This project is necessary to create a major water main loop between two dead-end areas, thereby eliminating water stagnation, improving reliability and creating redundancy of water service infrastructure to the portion of New Britain Water Department’s distribution system that serves Farmington, CT.

What Happens Next: The DPH will make a determination whether to proceed with preparation of an Environmental Impact Evaluation (EIE) or that the project does not require the preparation of an EIE under the Connecticut Environmental Policy Act (CEPA). 1. Notice of Time Extension for Post Scoping Notice for Coventry Low-Pressure Sewer Extension\
Municipality where proposed action would be located: Coventry
CEPA Determination: On August 20, 2019, the Department of Energy and Environmental Protection (DEEP) published a Notice of Scoping to solicit public comments for the extension of a low-pressure sanitary sewer line in Coventry in the Environmental Monitor. The proposed extension is for 2,000 linear feet of sewer line from the Bolton Lakes sewer service area in the Town of Bolton eastward along US Route 44 into the Town of Coventry and would serve 21 properties. DEEP received one comment letter from the Council of Environmental Quality (CEQ) dated September 17, 2019. CEQ raised concerns related to potential inconsistencies with both the State Conservation and Development Policies Plan and the conditions set forth in a previous 2006 Environmental Impact Evaluation covering the extension of sewer service to the Bolton Lakes area. DEEP is unable to publish its determination regarding this action at this time.
Action Status: To address these comments, DEEP is in the process of seeking further input from both the Town of Coventry, as the proponent of the project, and the Office of Policy and Management. These efforts are ongoing and will include requesting an advisory statement from the Office of Policy and Management on this project, pursuant to section 16a-31(a) of the Connecticut General Statutes, in light of further information provided by the Town of Coventry.
Estimated Publication Date: DEEP estimates that a Post-Scoping Notice will be published in the Environmental Monitor on or before May 18, 2021.

CEPA Determination: On July 7, 2020, the Connecticut Department of Transportation (CTDOT) published a Notice of Scoping to solicit public comments for this proposed project in the Environmental Monitor.
A virtual public scoping meeting was held on July 22, 2020
Various comments were received during the public comment period and at the virtual Public Scoping Meeting. In addition to comments from the public, CTDOT received comments from the CT Department of Energy and Environmental Protection (CTDEEP) and the CT Department of Public Health (CTDPH). Comments received and responses to comments can be found in the Environmental Review Checklist.
After consideration of the comments received, CTDOT has determined that the project does not require the preparation of an Environmental Impact Evaluation (EIE) under the Connecticut Environmental Policy Act (CEPA). CTDOT's conclusion and analysis is documented in a Memo of Findings and Determination and the Environmental Review Checklist.

2. Post-Scoping Notice for City of Bridgeport Facilities Planning for East Side and West Side Wastewater Treatment Plants

CEPA Determination: On October 6, 2020, the Department of Energy and Environmental Protection (DEEP) published a Notice of Scoping to solicit public comments for this proposed action in the Environmental Monitor.
A virtual public scoping meeting was held on October 29, 2020. DEEP has posted the draft facility plan online, including responses to the comments received at the Public Scoping Meeting and during the public comment period. DEEP has determined to proceed with the preparation of an Environmental Impact Evaluation (EIE). Comments not already addressed will be addressed in the EIE.

What Happens Next:
DEEP expects the proposed action to go forward. Upon completion, the EIE will be published in a future edition of the Environmental Monitor. Currently, it is expected that the EIE will be circulated for public review and appear in the Environmental Monitor in the first half of 2021.
