Scoping Notices

"Scoping" is for projects in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

1. Notice of Scoping for the Manchester Water Department-Glastonbury Water Main Extension

Municipality where proposed project might be located: Glastonbury

Address of Possible Project Location: Cedar Ridge Drive

Project Description: The Manchester Water Department (MWD) is seeking financial assistance under the Drinking Water State Revolving Fund (DWSRF) program to support the extension of a water main on Cedar Ridge Drive in Glastonbury to serve approximately 10 properties that are currently served by private wells. Based on information provided by the Town of Glastonbury, these private wells contain elevated levels of naturally occurring uranium and pose a health risk to residents.   This project is intended to resolve a demonstrated public health concern at a scale which responds to the existing need without serving as an attraction to more extensive development. 

The proposed project includes the installation of approximately 465 linear feet of 8-inch diameter concrete lined ductile iron pipe (CLDIP) and associated appurtenances. The new main will be connected to the existing 6-inch diameter distribution main located on Cedar Ridge Drive.   The new main will be extended along Cedar Ridge Drive to the tip of the cul-de-sac to serve the homes with contaminated wells.

2. Notice of Scoping for the Re-scoping of Stony Brook North and South Transmission Main Rehabilitation

Municipalities where proposed project might be located: Montville and Bozrah

Project Description: The City of Norwich applied for financial assistance from the Drinking Water State Revolving Fund (DWSRF) program to support the rehabilitation/improvements of the northern and southern portions of the Stony Brook Transmission Main. The project scoping notice of the original project was posted on the Council on Environmental Quality (CEQ)-Environmental Monitor (EM) website on August 7, 2012. The project post scoping notice was published on the CEQ-EM website on January 8, 2013.

Since this project was originally proposed, the Norwich Public Utilities (NPU) public drinking water system exceeded the Maximum Contaminant Level (MCL) for disinfection byproducts (DBP) and Trihalomethanes (TTHM).  NPU signed Consent Agreement (DWS 16-104-044) dated August 18, 2017 with the Department of Public Health-Drinking Water Section (DWS) which documents actions that NPU agrees to take to resolve the MCL violation and comply with state health regulations.  One of the actions the City agreed to do is make improvements to the water system components to address the regulatory requirements.

NPU has proposed to make revisions to the original Transmission Main project design to reduce water age in the distribution system and improve water quality. The proposed project revision comprises of transmission main realignment and installation of approximately 3,700 linear feet of 24-inch diameter main and 600 linear feet of 16-inch diameter main. The new transmission main (24-inch diameter) installation begins on Leffingwell Road approximately 1,000 feet west of the intersection of Cove Brook Lane then runs along the road heading to Noble Hill Road and onto Route 82. 

The new 24-inch diameter transmission main will be connected to the terminal end of a new 16-inch diameter distribution main that will be installed by the Town of Bozrah on Route 82. The new main will be comprised of 2,700 linear feet of 16-inch diameter water main on Route 82 along the parcel where The Optimus assisted living facility is proposed to be constructed in addition to the proposed replacement of approximately 1,300 linear feet of 6-inch distribution main with a new 16-inch diameter water main between New Concord Drive and the Norwich-Bozrah municipal boundary. This portion of main will be funded by the Town of Bozrah. The Town of Bozrah’s main segment will be utilized to complete the transmission main looping of NPU’s distribution main along Route 82 to eliminate an existing dead end and reduce water stagnation. Locating the transmission main within public rights-of-way will avoid crossing the sensitive environmental area, wetlands, and watercourses. This will also provide NPU crew easy accessibility in the future for maintenance and repairs as needed.  The existing 24-inch diameter main located off public rights-of-way will be abandoned in place.

3. Notice of Scoping for the New Parking Garage at Stamford Transportation Center

Municipality where proposed project might be located: Stamford

Address of Possible Project Location: South State Street, Stamford

Project Description: The Connecticut Department of Transportation (Department) is proposing to construct a new parking garage for the Stamford Transportation Center (STC) on South Street in the City of Stamford.  The proposed garage will be connected to the station via an enclosed pedestrian bridge over Washington Boulevard.  The proposed project site is State of Connecticut property bounded of the south by Metro-North Railroad right-of-way, on the east by Washington Boulevard, on the west by the Rippowam River, and the north by I-95.  The site is partially occupied by an existing surface parking lot for the STC. 

The purpose of the proposed project is to replace the aging original garage structure (currently located at Station Place) with a low maintenance, long service life facility that meets the demand for State-owned commuter parking spaces located proximate to the STC.  The needs for the project include:

  • Addressing the poor condition and continued degradation of the original garage structure that have precipitated closing of two levels of the garage to traffic and parking;
  • Satisfying existing commuter parking demands at the STC;
  •  Replacing the potential loss of private commuter parking supply for the STC with State-owned and maintained parking spaces that provide similar convenience and commuter amenity as the existing private parking facilities;
  • Meeting customer expectations for availability, accessibility, and convenience of commuter parking accommodations of the STC; and
  • Minimizing and managing commuter disruption and commuter parking impacts during the construction of the proposed parking garage. 
The proposed garage will provide approximately 960 commuter parking spaces, resulting in a net increase of approximately 130 State-owned spaces at the STC.  The proposed parking garage and pedestrian bridge to the station will be advanced to design and construction as a design-build project, which is planned to begin in 2019.  Parking will be maintained in the original garage structure throughout construction of the proposed garage to help minimize commuter parking impacts.  The original garage will be closed upon completion of the proposed garage and will be demolished in the future under a separate construction contract.

 

The Department previously pursued a new parking project for the STC as part of a transit-oriented development (TOD).  The current proposal is not a TOD project.  Under this previous effort, the Department completed an Environmental Impact Evaluation in accordance with the Connecticut Environmental Policy Act (CEPA) to evaluate and document the potential environmental impacts of the project and to outline recommended mitigation for those impacts.  The EIE (dated August 2012) is available here for information.  The Department issued a Record of Decision (ROD) in December 2012 and the Office of Policy and Management issued a Determination of Adequacy in January 2013.  The ROD and Determination of Adequacy are available here.

 

As part of the current project effort, the Department is conducting a new early public scoping process in accordance with CEPA. A public scoping meeting will be conducted in conjunction with a public information meeting for the project.

4. Notice of Scoping for the Environmental Assessment for the Connecticut Training Center Installation Master Plan Connecticut Army National Guard/Connecticut Military Department

Project Description:In compliance with the Connecticut Environmental Policy Act (CEPA) and the National Environmental Policy Act (NEPA), the Connecticut Military Department/Connecticut Army National Guard (CTARNG) will prepare an Environmental Assessment (EA) of their proposed action to approve a new Installation Master Plan (IMP) for the Connecticut Training Center (CTC) that is consistent with the requirements of the Department of Defense’s (DoD) Unified Facilities Criteria (UFC) 2-100-01, Installation Master Planning, which provides guidance for master plan development on DoD installations. The EA will evaluate the potential environmental, cultural, and socioeconomic effects from the UFC 2-100-01 IMP.

The CTC is comprised of three noncontiguous installations: Stones Ranch Military Reservation, Camp Niantic, and East Haven Rifle Range. The UFC 2-100-01 IMP would inform future planning and programming decisions for real property construction, renovation, maintenance, and repair at the CTC over the near-term (within 5 years) and long-term (20 years) planning horizon. The UFC 2-100-01 IMP represents a comprehensive approach to developing the CTC using planning strategies that reinforce capabilities to support the CTARNG’s mission, promote quality of life, and enhance sustainability and environmental viability at the CTC. The UFC 2-100-01 IMP would replace CTC’s current planning document, which went in to effect in 2001 and no longer provides sufficient direction for future CTC projects.

The EA will evaluate two alternatives: the proposed action to approve the UFC 2-100-01 IMP (the preferred alternative), or to not approve the UFC 2-100-01 IMP (the no action alternative). The proposed action would provide an updated master plan to guide CTARNG’s mission at CTC for the next 20 years using the latest techniques in planning. The no action alternative would be to continue managing the CTC under the 2001 planning document.

5. Notice fo Scoping for The Windward Apartments (all phases)

Project Description: The site is a 15-acre property split between 2 neighboring blocks in the South End neighborhood of Bridgeport, which housed Marina Village public housing complex, a 404-unit residential development, originally constructed circa 1950. At this time, demolition of the “Triangular Block” has been completed and the first phase of construction (60 units and healthcare facility of the triangular block was awarded 9% LIHTC in 2016. Construction is expects to start there Q1-2018. The second phase will consist of approximately 46 units ( on the triangular block). It is expected that 450 plus units will be constructed in total.

6. Notice of Scoping for Willow Creek Apartments

Project Description: The property is a 61-5-acre parcel in the Blue Hills neighborhood, which housed Bowles Park, a 59 building, 410 –unit residential development, originally constructed from 1949-1950. At this time demolition of Bowles Park has been completed and the first two phases of Willow Creek Apartments, totaling 105 units, are under construction, with lease-up underway for the first 62 units. A third phase of construction has been awarded funding and is anticipated to begin construction Q1-2019. The third phase will consist of 60 units. The intent is to submit a fourth phase for funding during 2018 9% LIHTC funding round. It is expected that 450+ units will be constructed in total.

7. Notice of Scoping for Farnam Courts Phase 2b

Project Description: Phase 2B entails the construction of 66 townhouse style rental units containing 172 bedrooms on the former Farnam Courts site. This is the Phase 2 B of 3 phases and will occur in the vacant middle portion of the site. DOH has funded the first phase of Farnam Court which is completed and renting up. Demolition occurred during the first phase and 97 units are to be constructed in this phase. Total number of bedroom to be constructed is 450 bedrooms.

8. Notice of Scoping for Windham Intermodal Transportation Center
Municipality where proposed project might be located:  Windham

Project Description:The Department of Economic and Community Development (DECD) is proposing to provide financial assistance to the Town of Windham in order to construct a new Intermodal Transportation Center (ITC) on Walnut Street.

 

The Windham ITC is a proposed 292-space municipal parking garage which will dedicate 251 spaces to the public and the remaining 41 spaces will be dedicated to the Town's police department. The public use will either be hourly or long-term rates through the chosen facility operator's parking permit process.  There is new 265 unit housing development being proposed on Main Street.  There is also significant investment being made the Town in the form of a senior center, town green, and bandshell which will increase traffic downtown and create a parking demand.  The ITC will also improve the commuter bus service into the downtown.  There are public transit commuters that can access commuter bus service between the Windham Regional Transit District, Peter Pan, Eastern CT State University Shuttle and connections to CT FastTrak. Currently these services are disconnected and not coordinated.

This category is required by the October 2010 revision of the Generic Environmental Classification Document for State Agencies. A notice is published here if the sponsoring agency, after publication of a scoping notice and consideration of comments received, has determined that an Environmental Impact Evaluation (EIE) does not need to be prepared for the proposed project.

After Scoping, an agency that wishes to undertake an action that could significantly affect the environment must produce, for public review and comment, a detailed written evaluation of the expected environmental impacts. This is called an Environmental Impact Evaluation (EIE).

State Land Transfer Notices
Connecticut General Statutes Section 4b-47 requires public notice of most proposed sales and transfers of state-owned lands. The public has an opportunity to comment on any such proposed transfer. Each notice includes an address where comments should be sent. Read more about the process.
