1. Notice of Scoping for Montville Public Safety Building

Project Description:

The new Town Public Safety Building will be constructed on Town property at 911 Norwich New London Turnpike, Montville, CT 06382 on State Road Route 32.  The 15.96 acre site abuts three adjacent commercial properties along route 32, Stony Brook and Horton Cove tributaries of the Thames River approximately 7/8 of a mile away.  This project will utilize approximately 5 aces of the site.  The site is served by public water and sewer.

The proposed project is the construction of a new 17,000 square foot single story building on the town owned site. The building is designed to house the Resident State Trooper, Montville Constables, Detective Squad, Youth Officer, Animal Control Officer and a regional communications /dispatch center. A vehicle impound area will be constructed the southeast corner of the site.  Parking will be provided for 64 vehicles.  A communications tower will be constructed by others.

The stormwater management system will capture surface runoff in a network of catch basins located around the perimeter of the parking areas and access drives.  Runoff will be conveyed through a closed pipe system to water quality treatment basins located at the discharge points and travel to treatment basins and dissipate by infiltration and controlled surface flow.

2. Notice of Scoping for the New London Interconnection

Municipalities where proposed project might be located:East Lyme, New London.

Addresses of Project Locations: The project will begin between the northern terminus of the East Lyme water main on Route 161, and running in and along Route 161 and Route 85 for approximately four miles to the New London Water Treatment Plant.

Project Description: The project will implement plans and schedules to improve water supply capacity, meet peak summertime demands and improve the existing margin of safety. The regional interconnection will also support the prudent use and management of water resources on a regional level and will help to meet the water supply needs of Waterford and the City of New London. The project will begin between the northern terminus of the East Lyme water main on Route 161, and running in and along Route 161 and Route 85 for approximately four miles to the New London Water Treatment Plant. In addition it includes a booster/pressure reducing station, 1.5 MG water storage tank, meter and manhole structures and appurtenances and improvements to the New London water treatment plant.

3. Notice of Scoping for Water Main Extension on Route 4, Burlington

Municipalities where proposed project might be located: Burlington.

Addresses of Project Locations: The project will begin in the vicinity of CVS, located at 292 Spielman Highway (Rte 4) and ending in the vicinity of Casille’s Restaurant, 232 Spielman Highway (Rte 4).

Project Description: The project comprises the excavation, installation and backfilling of new water mains to provide water service to businesses along the Rte 4 Central Business Zone in the Town of Burlington from CVS to Casille’s Restaurant.  A 12 inch Class 52 cement lined ductile iron (DI) water main is proposed to be installed along Rte 4, from an existing Torrington Water Company (TWC) main in the proximity of CVS in Burlington Center to Casille’s Restaurant. The project additionally includes the installation of three hydrant assemblies, and miscellaneous gate valves, each with valve box, tees, elbow(s), etc.  This project has been awarded a STEAP grant from the State of CT to the Town of Burlington.  The Torrington Water Company will oversee this project for the town and will own and maintain this extension as part of its distribution system once the project is completed.

4. Notice of Scoping for Candlewood Trails Association Water System Upgrades

Municipalities where proposed project might be located: New Milford, CT.

Project Description: Candlewood Trails Association (CTA) construction project includes construction of one below grade 25,000 gallon steel water tank, two submersible high service pumps, a bladder tank, a wood frame control building, water main controls, piping, valves, fittings and appurtenances including all associated site, HVAC, plumbing, electrical instrumentation, and mechanical work. When complete, the system will improve water quality and distribution challenges for CTA.

Post-Scoping Notices: Environmental Impact Evaluation Not Required

This is a new category required by the October 2010 revision of the Generic Environmental Classification Document for State Agencies. A notice is published here if the sponsoring agency, after publication of a scoping notice and consideration of comments received, has determined that an 
Environmental Impact Evaluation (EIE) does not need to be prepared for the proposed project.
No Post-Scoping Notice has been submitted for this edition.

The following Environmental Impact Evaluation (EIE) has been submitted for review and comment in this edition.

 

1. Notice of EIE for Mattabassett District Water Pollution Control Facility Upgrade

Municipality where project is proposed: Cromwell

Address of Project Location: 245 Main St., Cromwell

Project Description: The Mattabassett District Water Pollution Control Facility upgrade will allow the facility to meet its service requirements through 2030. This upgrade will provide for greater control of nitrogen removal and prepare for projected growth in the plant’s service area. Specifically, the proposed work will include modifications of the existing four aeration tanks and the construction of two additional aeration tanks, two additional secondary clarifiers and a side stream reactor to treat solids handling recycle flows prior to discharge to the secondary treatment system. The side stream reactor will require construction of a new pump station to transfer solid handling recycle flows. There will be modifications to the Return Activated Sludge (RAS) pumping system to pump RAS from the existing and new secondary clarifiers to the sidestream reactor. A new primary effluent splitter structure to provide even flow split to each of the six aeration tanks will be required. The project is designed to allow for continual operation of the facility while the expansion and upgrades are implemented.
The proposed expansion from 20 to 35 million gallons per day average daily design capacity and upgrade work is for service area growth issues and the need to provide advanced wastewater treatment for nutrient removal.  There are significant expansions of the sewer system due to allotments requested by the District’s member communities and contract communities and the planned connection of Middletown’s wastewater flows.  The project will result in improved plant efficiency, reliability and positive environmental benefits as a result of improved water quality to the Connecticut River and Long Island Sound.

Environmental Classification Documents are used by state agencies to determine whether a specific state action requires evaluation under the Connecticut Environmental Policy Act.

State Land Transfer Notices


Connecticut General Statutes Section 4b-47 provides for public notice of proposed transfers of state-owned lands out of state ownership. The notice process takes place in steps. Step I is the notice of intent to transfer, which includes an opportunity for any person to comment. If comments are received, the Office of Policy and Management (OPM) will respond, and the comments and responses will be published as Step II.

The Commissioner of Environmental Protection may choose to evaluate the property more thoroughly and recommend preservation of the property or restrictions on the transfer. Step III is publication of the Commissioner's report and draft recommendations, and includes a 30-day public comment period. Step IV is publication of the Commissioner’s responses to any public comments along with the Commissioner's final recommendations regarding the property.

Step V is publication of OPM’s final determination regarding disposition of the property. Fifteen days after this posting the transfer may proceed.

IMPORTANT :  Most proposed transfers are not required to go through all five steps.  The land may be sold or transferred 15 days after the close of the comment period of Step I if no comments are received.  If comments are received, and the DEP does not elect to conduct and publish a more thorough study of the property, the land may be sold or transferred 15 days after publication of the comments and responses under Step II. (Note, however, that some sales of surplus properties also require the approval of two committees of the General Assembly.)

The Office of Policy and Management (OPM) maintains a list of properties that have been through the public comment phases that includes links to comments received and OPM's responses.
