What is the Workers' Compensation Commission?

The Workers' Compensation Commission (WCC) administers Connecticut’s workers’ compensation laws. Our goal is to make sure workers receive benefits for a workplace injury or illness. These may include:

  • Lost wages
  • Medical and rehabilitation expenses
  • Permanent impairment benefits
  • Other costs related to the injury or illness

When a worker and employer don’t agree on the compensation, we host hearings to:

  • Help them come to an agreement (this happens for about 95 percent of cases)
  • Review evidence and decide on the compensation
  • Hear and rule on appeals

The WCC does not provide legal advice or pay benefits. The WCC also doesn’t provide or authorize medical treatment.

  • Help people understand workers’ compensation
  • Provide data and formulas to calculate payments
  • Approve voluntary agreements and settlements
  • Review and approve employer medical care plans and self-insurance applications
  • Help employers follow safety and health committee regulations
  • And more

Legislation

The Connecticut General Assembly created the WCC in 1913. The Workers’ Compensation Act spells out our duties, including:

  • Resolve workers’ comp disputes
  • Review employer medical care plan and self-insurance applications
  • Help employers follow the State's safety and health committee regulations
  • Provide education and other services

Administration

The agency has an Office of the Chairperson and eight district offices.

District offices host workers’ compensation hearings. They help workers and employers who don’t agree on what a worker should get for a workplace injury or illness.

The Office of the Chairperson houses the agency chair and administrative units. It also hosts the Compensation Review Board (CRB). The CRB hears appeals to claim findings (decisions) made in district office hearings.
