Pursuant to Connecticut General Statutes Section 4-9b, appointed state boards and commissions have been required to report for close to three decades, in writing, the gender and racial makeup of their board or commission to the Office of the Secretary of the State.
The statute also requires appointing authorities for the state’s boards and commissions to make a good faith effort for their appointees to reflect diversity. In 2021, the General Assembly passed legislation, with bipartisan support, requiring the Office of the Secretary of the State to produce a biennial report that analyzes the membership data in comparison with the most recent United States census population data. The goal of this report is to provide insight on how well the membership of these boards and commissions reflect Connecticut’s diverse population.
