CT English Language Proficiency (CELP) Standards

On October 7, 2015, the Connecticut English Language Proficiency (CELP) Standards were adopted by the Connecticut Board of Education. Beyond understanding common English usage, ELs need to understand the language used for grade-level instruction in English language arts, mathematics, science, social studies and other content areas. The standards highlight and amplify the critical language, knowledge about language, and skills for using language that are necessary for ELs to be successful in school.

English Language Proficiency Standards for English Learners with Significant Cognitive Disabilities

The English Language Proficiency (ELP) Standards for English Learners with Significant Cognitive Disabilities contains alternate ELP standards for English learners/multilingual learners who have been identified by the Planning and Placement Team (PPT) with the most significant cognitive disabilities in Grades K-12. This document explains the creation of the Alternate Standards, which are derived from the CCSSO/CELP Standards. The Alternate Standards were implemented in 2019 and are explained in detail within this document.
