Safe Harbor Fund

CT Safe Harbor Fund

The Safe Harbor Fund was created under Section 173 of Public Act 15-168 to ensure access to reproductive and gender affirming healthcare. Administered by the Office of the Treasurer and supported entirely through private donations, the fund provides grants to nonprofits to support individuals traveling to Connecticut to access the safe, legal, and compassionate care they need.

These grants help cover collateral costs—such as travel, lodging, and childcare—so that financial barriers do not stand in the way of receiving care. Oversight and allocation of funds are managed by a Board of Trustees appointed by the Treasurer, ensuring transparency and accountability.
