Office of Responsible Growth (ORG)

Welcome to ORG

The Office of Responsible Growth promotes sustainable development, natural resource conservation and the efficient use of state resources. We work with a variety of partners including state agencies, planning regions, municipalities and neighborhood groups to meet our long-term environmental, economic, social, and public health needs responsibly. Adopted 2025-30 Connecticut Conservation and Development Policies Plan (State C&D Plan)

Conservation and Development Policies Plan – Prepare this plan pursuant to Chapter 297 of the CT General Statutes

Connecticut’s Regional Councils of Governments (COGs) – Function as the state liaison to the COGs

Regional Growth and Transit Oriented Development Programs – No current funding available for these two ORG-administered programs

Regional Performance Incentive Grant Program – Administer these grants open to COGs and Regional Education Service Centers (RESCs)

Regional Plans of Conservation and Development – Review regional plans for consistency with the State C&D Plan

Conservation and Traffic Mitigation Zoning Districts – Collect adopted regulations on behalf of the Council on Housing Development

Group and Family Child Care Homes Zoning Compliance – Maintain an inventory of compliant regulations

Land Use Commissioners’ Training Curriculum Guidelines – Developed guidelines on the types of training land use commissioners can take to fulfill CT General Statutes Sec. 8-4 requirements

Municipal Plans of Conservation and Development (POCDs) – Maintain an inventory of municipal POCDs and facilitates obtaining discretionary funding waivers for expired POCDs

Neighborhood Revitalization Zones (NRZs) – Staff to the NRZ Advisory Board and liaison to NRZs

 

 

Fair Share Study (2025) – Oversaw development of this study pursuant to Public Act 23-207

Housing Growth Act – Oversee several aspects of the housing growth planning process

Municipal Affordable Housing Plans Inventory – Maintained an inventory of plans required by CT General Statutes 8-30j (repealed 01.01.2026)

Connecticut Environmental Policy Act (CEPA) - Coordinate administration

Connecticut Water Planning Council - Provide Staff Support

Interagency Drought Workgroup - Lead coordination and administration
