Guide to Grants Management

OPM released a Guide to Grants Management for executive branch agencies on September 29, 2025.  The Guide, available here, represents the first guidance on grants management issued by the State, and reflects the feedback and recommendations from the executive branch and constitutional offices.   

The purpose of the Guide is to provide guidance to executive branch Agencies administering and managing grants as a Grantee (the Recipient of grant funding) and as a Grantor (an entity awarding grant funding)The Guide provides a summary of pertinent grant management procedures and best practices with links to authoritative resources for grant programs and fiscal managers to expand on the information provided.  The Guide also includes State of Connecticut statutory requirements and other requirements promulgated in Connecticut State manuals applicable to the administration and management of grants.   

The guide is intended to achieve:

  1. a consistent and uniform approach in the administration and management of grants awarded to and by the State;
  2. improve compliance with State and Federal requirements; and
  3. improve the impact of programs and services funded through grants.

Grants Management System

The Office of Policy and Management (OPM) in collaboration with the Department of Administrative Services (DAS) is leading an initiative to implement an enterprise Grants Management System (GMS) for executive branch agencies. 

The GMS is intended to:

  1. automate the administrative process of the full lifecycle of a grant, including pre-award, award, post award, and close-out;
  2. improve customer relationship management of subrecipients by providing a portal that will be the primary environment used by the State to advertise subaward funding opportunities, accept funding applications, and manage subawards issued by agencies;
  3. increase the efficiency in managing programmatic and financial aspects of grants throughout the entire lifecycle; and
  4. provide statewide visibility into grant performance to support planning, analysis, and decision making across government.

After an extensive competitive search, the State entered into a Master Contract with Euna Solutions in June 2025.  A Statement of Work to implement the GMS was executed in August 2025 to configure and implement 125 grant programs with the following eleven (11) Phase 1 agencies:

  • Aging and Disability Services
  • Agricultural Experiment Station
  • Agriculture
  • Children and Families
  • Economic and Community Development
  • Energy and Environmental Protection
  • Housing
  • Mental Health and Addiction Services
  • Military
  • Policy and Management
  • Public Health

Phase 1 is targeted for completion in February 2027.  Euna Solutions will provide sufficient training so the State can independently add additional programs and agencies beyond the first eleven (11) agencies in Phase 1.
