Certificate of Need (CON)

Overview

 

Pursuant to Connecticut General Statutes §19a-612d, OHS, through its Health Systems Planning unit, administers the Certificate of Need program—which is a regulatory process for certain health care transactions, as detailed in C.G.S. § 19a-638, and requires that the office consider elements specified in C.G.S. § 19a-639, monitor the impact of these transactions on the communities impacted.

What is a Certificate of Need?

Certificate of Need (CON) is a regulatory program requiring certain types of health care providers to obtain state approval prior to making major changes in the healthcare landscape such as mergers, substantial capital investments in new equipment or facilities, changing access to services, or discontinuing a medical service.

CON Forms contains all the forms required to submit a CON determination, application or modification.

The CON Portal is the home for all documents related to CON applications, which are uploaded in real-time by the applicants and OHS. Documents can be located using the assigned Docket Number or Applicant Name.

Public Hearings are held for many Certificate of Need applications to ensure the residents of Connecticut have an opportunity to weigh in on the healthcare landscape in their cities and towns. Public hearings going back to fall 2018 can be found under “public hearings” on the left navigation bar. Agendas for public hearings will be posted 24 hours prior to the hearing. The hearing transcript and video are posted within 48 hours of the end of the hearing.

Members of the public may submit comments regarding any scheduled or recent hearings by emailing CONcomment@ct.gov . For comments to become part of the record, they must be received while the record is still open as indicated in the public hearing announcement.
