How do I start the CON process?
Before filing a Certificate of Need application, place a notice three (3) days in a row in the project area’s local major newspaper. The third notice must be published 20 to 90 days before filing. Use this list of newspapers by town (PDF).
You must also:
- Publish the notice on your website.
- Request publication of the notice on at least two websites within the affected community commonly visited by the public.
- Request publication of the notice on the website of the municipality or local health department
- Email the notice to the attention of the Certificate of Need Unit.
