Funding Opportunities for Agencies
The Conservation and Load Management (C&LM) Program
Through the Conservation and Load Management (C&LM) Programs, Connecticut’s investor-owned electric and natural gas distribution companies (Eversource, Avangrid/United Illuminating) provide project management expertise, rebates, incentives, and strategic technical assistance for energy efficiency upgrades in state agency buildings and facilities.
The Small Business & Municipal Loan Program provides agencies with interest free loans to help upgrade existing electric or natural gas equipment to high-efficiency equipment. This program offers:
- A no-cost, no-obligation energy audit of your facility which looks at lighting, HVAC, and refrigeration systems to create customized recommendations that show how much energy and money you could save through equipment upgrades;
- Rebates for qualified equipment; and
- On-bill repayment, with zero-interest and/or low-cost financing for the balance of installation costs.

Lead By Example (LBE) Bond funds
LBE Bond funds are available to agencies who are pursuing projects to improve sustainability in their facilities. Agencies can access LBE bond funds to support energy efficiency projects, renewable energy installations, transportation electrification, waste management, building space consolidation, and water conservation.
- To apply for LBE bond funding fill out the Project Proposal and a TAC Budget Form and submit both completed forms as an e-mail attachment to leadbyexample@ct.gov. If you need more information or assistance with the application, please email us. Forms will be reviewed as they are received.
