Driving Strategic Vision and Public Health Policy at DPH

The Office of Policy and Strategic Initiatives (OPSI) helps shape the direction of the Department of Public Health (DPH). OPSI manages public health policy, regulations, and internal guidelines. It also leads efforts to develop new legislation and works to advance DPH's public health policy goals.

OPSI puts the agency's strategic vision into action. This means building and carrying out a department-wide strategic plan, earning public health accreditation for the agency, and overseeing performance management and quality improvement initiatives.

OPSI connects all parts of the agency. By working across every branch of DPH, OPSI encourages collaboration and keeps public health policy efforts moving in the same direction.

Government Relations

The Government Relations Program manages relationships with the legislature and ensures that the Department is represented throughout the legislative process.

Regulatory Affairs

The Regulatory Affairs Program oversees development of DPH regulations, ensures regulatory consistency with applicable state and federal law, and supports sections and branches in the regulation review process.

Strategic Initiatives and Accreditation

OPSI oversees the development of the Department's Strategic Plan and manages DPH's accreditation with the Public Health Accreditation Board (PHAB).

Grant Letter of Support Requests

OPSI manages all requests for letters of support by external partners. To request a letter of support from the Department, fill out a letter of support request form and submit this form and proposed letter language to DPH.LOS@ct.gov. Staff aim to respond to all requests within 10 working days.

Please be advised that approval or denial of requests for letters of support are at the discretion of CT DPH.
