BRANCH ACTIVITY
State Credit Union Activity

Section 36a-145 of the Connecticut General Statutes requires that each application for a branch, or for a limited branch at which loans will be made, be accompanied by a plan detailing how adequate services to meet the banking needs of all community residents will be provided. Plans are submitted when such applications are filed and are available for public inspection and comment at this Department for a period of 30 days. INTERSTATE DE NOVO BRANCH

On July 27, 2005, pursuant to Sections 36a-412(a)(2) and 36a-145(b)(1) of the Connecticut General Statutes, Commerce Bank, N.A., with its main office to be located in Philadelphia, Pennsylvania, filed an application to establish a de novo branch at 1715 - 1757 Black Rock Turnpike, Fairfield, Connecticut.

CREDIT UNION ACTIVITY

On March 24, 2005, Eckerd Credit Union, a Florida chartered credit union, filed an application pursuant to Section 36a-462b(a) of the Connecticut General Statutes, to establish a branch in Dayville, Connecticut. On July 25, 2005, the department was notified that Eckerd Credit Union is withdrawing its application for a branch in Connecticut.

CONSUMER CREDIT DIVISION ACTIVITY
Check Cashing Service License Activity

On July 21, 2005, pursuant to Section 36a-581 of the Connecticut General Statutes, E M Kay Enterprises d/b/a United Check Cashing, filed an application to operate a check cashing service general facility at 809 Chapel Street, 1st Floor, New Haven, Connecticut.

SECURITIES AND BUSINESS INVESTMENTS DIVISION ACTIVITY
Florida Firm Assessed $6,200 for Unregistered
Broker-dealer Activity, Unregistered Agent

On July 21, 2005, the Commissioner entered a Consent Order with respect to Mutual Trust Company of America Securities, Inc., a broker-dealer located at 2963 Gulf to Bay Boulevard, Suite 120, Clearwater, Florida. The Consent Order alleged that, in applying for broker-dealer registration under the Connecticut Uniform Securities Act, the firm had not initially disclosed that, commencing in 2002, it had transacted business in Connecticut absent registration and had employed an unregistered agent. A follow-up review by the Division revealed that the firm had earned approximately $3,200 in commissions from unregistered Connecticut activity. After being notified of the Division's concerns, the firm updated its broker-dealer application to reflect the prior trading activity. The Consent Order required that the firm remit $6,200 to the department. Of that amount, $5,000 constituted an administrative fine, $700 represented reimbursement for past due broker-dealer and agent registration fees; and $500 represented reimbursement for Division investigative costs. The Consent Order also required that the firm implement revised compliance procedures designed to prevent and detect future regulatory violations.
