Throughout his tenure as Director of the Division of Scientific Services, Dr. Vallaro provided the leadership, vision, and determination that helped transform the laboratory and strengthen its mission. He championed scientific integrity, independence, transparency, innovation, and an unwavering commitment to public service.

Under his leadership, the laboratory expanded its capabilities, embraced new technologies, strengthened partnerships, and built a team of dedicated forensic professionals prepared to carry the mission forward.

Dr. Vallaro consistently challenged us to think differently, maintain the highest standards, and never lose sight of the law enforcement agencies, criminal justice partners, and citizens who depend upon our work.

His influence will continue to be reflected in the work of the laboratory and in the forensic professionals who had the opportunity to learn from and serve alongside him.

We congratulate Dr. Vallaro on his retirement and thank him for his remarkable leadership, dedicated service, and lasting contributions to forensic science and the State of Connecticut.

The Connecticut Department of Emergency Services and Public Protection's (DESPP) Division of Scientific Services (DSS) provides unbiased forensic analysis for local, state and federal agencies.

The DSS has a diverse team. It is led by the director and assisted by deputy directors and managers who lead the different sections of the DSS. The team includes forensic examiners, CT career trainees, and lab assistants. Additionally, the DSS team includes evidence control offices, state troopers, and various support personnel. The Connecticut Division of Scientific Services has developed a “Kiosk” program that allows trained law enforcement officers to access self-service rapid forensic instruments.

Brasstrax uses specialized 3D microscopy to capture unique marks left by firearms on fired bullet cartridge casing. The IBIS system then uses powerful algorithms to revel the most likely matches within the IBIS network to provide investigative leads for the investigating agency.
