Transmittal of Documents
Documents should now be directly uploaded into the REACT portal for the Remediation Division, Release-Based Cleanup Program, Leaking Underground Storage Tank Program, and PCB Program. REACT Resources and Instructions are available. Documents submitted in REACT are immediately available to the public (you may need to refresh your browser to see it).
In order to edit information in REACT and upload documents to the portal, you must register as an Authenticated User in the state’s online system (https://stg.login.ct.gov/ctidentity/registration). Registration is free and simply requests your name, email, and cell phone (note: you may have more than one account if you use different emails). You will select how to manage your multi-factor authentication for security purposes.
Electronic Document Transmittal Forms are not needed in REACT.
Fees must be paid in REACT.
To upload files in REACT
Click on Search for Properties then scroll on the map, or type the property address into the box to the right on the map. Select the triangle associated with the property on the map, then select the case associated with the release or site beneath the map (please note: your cursor must be off of the map to scroll down).

If you have not yet worked on the case in REACT that had existed as a case in a legacy database prior to REACT’s launch, then you may need to add the Regulated Entity if it is not already populated. Then you can add yourself as an Affiliate to the case. Look for the Add/Edit Affiliate button(s).
For Releases from Regulated USTs:
If submitting a LUST form or report:
- Select New LUST Form (one of the white buttons with blue type to the upper center of the screen).
- Select a Form Type from the dropdown list then follow the prompts on the form. The form is pre-loaded with the existing information in REACT for the LUST case, please edit that information as needed. All required fields have a red asterisk in front of them.
If submitting an Environmental Use Restriction or Alternative/Additional Pollution Substance Criteria request:
- Select New Submittal (one of the white buttons with blue type to the upper right of the screen).
- Select a Submittal Category from the dropdown list, then select the Submittal Type from the dropdown list.
- Indicate whether the document submitted requires DEEP Review and Approval or not and click Next at the bottom right.
- A Submittal Related Cases screen appears. Click the box to the left of each case to which the document pertains, then click Next. If no cases are listed, click Next. Click on Upload Files and select the document from your computer. Click Done when the file has uploaded
- Documents are available immediately.
For most other cases:
- Select New Submittal (one of the white buttons with blue type to the upper right of the screen).
- Select a Submittal Category from the dropdown list, then select the Submittal Type from the dropdown list.
- Indicate whether the document submitted requires DEEP Review and Approval or not and click Next at the bottom right.
- A Submittal Related Cases screen appears. Click the box to the left of each case to which the document pertains, then click Next. If no cases are listed, click Next.
- Click on Upload Files and select the document from your computer. Click Done when the file has uploaded.
- Type the file name using the following this naming convention: SiteAddress_Town_DocumentType_DateofDocument
- Add the document date and Author. If the document is a revision of a previous submittal, click the box in the lower left. Click Submit on the lower right.
- The following screen will show a summary of the submittal information you just entered (not editable), you will get a notification on the bell at the upper right of the screen and you will get an email with the submittal information.
- Documents are available immediately.

Upload files up to 300 MB in REACT
This should encompass all environmental cleanup files that are typically submitted. If the document is larger than 300 MB, make sure it wasn’t saved as an image (resave it as a PDF).
- In Word, click on File>Save As, then click on the dropdown box next to “Word Document” and select PDF (“Save as Adobe PDF" may be an option) or
- In Word, click on File>Print then click on the dropdown next to printer and select Adobe PDF (or other PDF option)
To reduce file size:
- In Acrobat, click on File>Save as Other>Reduced Size PDF
For Financial Assurance Documents to be submitted via paper with an electronic copy please mail final mechanisms through the mail using the agency-wide transmittal form available on the Financial Assurance page and upload an electronic copy through REACT.
For Emergency Response Unit documents that do not have an associated REACT case, please go to Emergency Response and Spill Prevention and follow the instructions under How to Submit Documents Electronically to ensure they get to the right program.
Prior to uploading documents over 300 MB:
- Email DEEP.cleanup.upload@ct.gov to obtain a login password (if you don’t already have one) for Remediation, LUST, and PCB uploads.
This password will be used for any future uploads of 300MB+ documents.
If at some point your password does not work, please email DEEP.cleanup.upload@ct.gov. - Complete the Electronic Document Transmittal Form.The Electronic Transmittal Form must be embedded as the first page of the electronic document prior to uploading.
Secure File Transfer (SFT) Instructions for Remediation, LUST, and PCB Documents:
- Go to the Connecticut Secure File Transfer (SFT) website (https://sft.ct.gov)
- Enter username: deepcleanupdocuments (same for all users)
Enter password that had been emailed - Browse for the document(s) to be uploaded.
- Select the document(s) to be uploaded and then select Upload File.
Once a file is uploaded into the SFT website, documents are indexed and transferred to the Document Online Search Portal.
