Project Description:
The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to approve a Title V permit renewal 4 to Consolidated Edison Company of New York, Inc. for their existing Hunts Point Avenue Compressor Station Facility (the “Facility”) located at 332 Hunts Point Avenue, Bronx, NY 10474.
The Facility compresses natural gas for distribution. The Facility operates one 37 MMBtu/hr. combustion turbine within the compressor building and two 26 MMBtu/hr. natural gas-fired Johnston water bath heaters and one gas-fired 149 KW emergency generator within the heater building. The turbine is identified as Emission Unit HP0005.The heaters are identified as Emission Unit HP0006.
This Title V Renewal 4 draft permit includes a source-specific Reasonably Available Control Technology (RACT) determination, which will be submitted to the United States Environmental Protection Agency for approval as a revision to the State Implementation Plan (SIP). Under this renewal, an updated RACT analysis demonstrated that the cost of installing emission control equipment on combustion turbine (Emission Unit: HP0005, Emission Source: GT001) to meet the presumptive Oxides of Nitrogen (NOx) RACT limit remains economically unfeasible. The turbine is permitted to continue to operate with an alternative NOx RACT emission limit of 0.335 pounds NOx per million Btus. Compliance with this emission limit will be demonstrated by stack testing once every five years.
This renewal continues to include federal requirements under: NSPS 40 CFR Parts GG and Dc . The Title V permit contains a complete listing of the applicable Federal, State and compliance monitoring requirements for this facility, its emission units and emission points.
Pursuant to the requirements of Section 7(2) of the Climate Leadership and Community Protection Act (CLCPA), the Department has requested and received information regarding the project’s consistency with CLCPA.
The proposed renewal will continue all other requirements of the existing Permit. The renewal permit contains
a listing of the applicable federal and state laws, rules and regulations, including emission limits, control requirements and compliance monitoring, testing, recordkeeping and reporting requirements for the Facility, its emission units and emission points.
In accordance with 6NYCRR Parts 621.7(d)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
