The Commissioner of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application submitted under Section 22a-208a of the Connecticut General Statutes.

Polly-Rob LLC has submitted an application to DEEP seeking to establish a composting facility. The applicant proposes to receive and process no more than seventy-five (75) tons per day of leaves, horse manure and animal bedding from sources including individuals, businesses, commercial haulers, and municipalities to incorporate into windrows for composting.
The proposed facility will consist of: a site access gate; a paved access road; two areas of rows of double windrows for composting leaves with animal bedding and horse manure, twelve (12) feet wide and abutting each other, with a height of eight (8) feet and about forty (40) to 480 feet long, oriented parallel to the general water flow in each area. Separate areas will be provided for the storage of screened and unscreened compost.
The proposed facility will be located on a 20-acre site within a 54-acre parcel of land. The proposed activity is located within the watershed of Muddy Brook. Stormwater at the Site will be managed in two (2) detention basins between and adjacent to the windrows. The following waste materials may be accepted at the facility for windrow composting: (a) leaves; (b) horse manure; (c) animal bedding and (d) grass clippings as necessary to maintain a favorable composting mix.

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons. Written comments on the application should be directed to Justin Williams, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance, Department of Energy and Environmental Protection, 79 Elm Street, Hartford, CT 06106-5127, or may be submitted via electronic mail to Justin.Williams@ct.gov no later than thirty (30) days from the publication date of this notice.
PETITIONS FOR PUBLIC HEARING
The Commissioner may conduct a public hearing if the Commissioner determines that the public interest will best be served thereby, or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons. Petitions shall be submitted within thirty (30) days from the date of publication of this public notice and should include the application number noted above and identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition. Upon receipt of a petition, the Commissioner shall take action as required by relevant laws, including Public Act 25-84, which was effective upon passage in June 2025. The Office of Adjudications will accept electronically-filed petitions for hearing in addition to those submitted by mail or hand-delivered.
