Notice of Tentative Determination to Approve Renewal of Modified Permit to Construct and Operate Reduction Plant

The Commissioner of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application submitted under Section 22a‑208a of the Connecticut General Statutes.  Subsequently, the Permittee shall comply with all other conditions of Permit No. 13801321-MPCO issued November 7, 2019 as amended by the Renewal Authorization.

Honeyspot Recycling, LLC is seeking to renew its existing Modified Permit to Construct and Operate No. 13801321-MPCO for its Volume Reduction Plant located at 1410 Honeyspot Road Extension, Stratford, Connecticut. The existing Facility consists of a paved driveway, an existing truck scale and scale house located in the northeast portion of the property and an approximate 56,300 square foot building currently occupying the southwest portion of the property.  The Permittee continues to seek authorization as follows:

Phase 1 authorizes the Facility to store a total 12,918 CY and receive and process a total of up to 1,500 TPD of the following types of solid waste: C&D Waste including: (a) Oversized Municipal Solid Waste (“OMSW”); (b) scrap metal; (c) cardboard; (d) paper; (e) plastics; (f) Recyclable Items; and (g) Clean Wood (brush; Land Clearing Debris, pallets).

Phase 2 authorizes the Facility to store a total of 5,697 CY and receive and process a total of up to 1,500 TPD of the following types of solid waste: C&D Waste including: (a) OMSW; (b) scrap metal; (c) cardboard; (d) paper; (e) plastics; (f) Recyclable Items; and (g) Clean Wood (brush; Land Clearing Debris, pallets).

Phase 3 authorizes the Facility to store a total of 13,495 CY and receive and process a total of up to 1,500 TPD of the following types of solid waste: C&D Waste including: (a) OMSW; (b) scrap metal; (c) cardboard; (d) paper; (e) plastics; (f) Recyclable Items; and (g) Clean Wood (brush; Land Clearing Debris, pallets).

Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons.  Written comments on the application should be directed to Olimpia Brucato, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance, Department of Energy and Environmental Protection, 79 Elm Street, Hartford, CT 06106-5127, or may be submitted via electronic mail to DEEP.WEEDPublicComments@ct.gov. no later than thirty (30) days from the publication date of this notice.


PETITIONS FOR PUBLIC HEARING

The Commissioner may conduct a public hearing if the Commissioner determines that the public interest will best be served thereby, or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons.  Petitions shall be submitted within thirty (30) days from the date of publication of this public notice and should include the application number noted above and identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition. Upon receipt of a petition, the Commissioner shall take action as required by relevant laws, including Public Act 25-84, which was effective upon passage in June 2025. The Office of Adjudications will accept electronically-filed petitions for hearing in addition to those submitted by mail or hand-delivered. Petitions with required signatures may be sent to deep.adjudications@ct.gov; those mailed or delivered should go to the DEEP Office of Adjudications, 79 Elm Street, Hartford, CT 06106. If the signed original petition is only in an electronic format, the petition must be submitted with a statement signed by the petitioner that the petition exists only in that form.
