The Commissioner of Energy and Environmental Protection (“DEEP”) hereby gives notice that a tentative determination has been reached to approve the following application submitted under Section 22a-208a of the Connecticut General Statutes. Subsequently, the existing Permit to Construct and Operate No. 06401153-PCO issued December 1, 2014, will expire upon issuance of the proposed permit.

Facility Design Capacity: 560 tons per day

Facility maximum storage capacity: 8,730 cubic yards

The facility consists of: a scale house; an enclosed processing building containing a tipping floor, single stream processing operations, dual stream collection; a storage area and administrative offices; a 16,000 square foot. enclosed building housing offices and a visitor center; and other ancillary equipment.

The facility is located on a 7.73-acre site. The proposed activity is located within the watershed of the Connecticut River. The following Designated Recyclable Items may be accepted at the facility: commingled containers (glass, plastic, metal cans, and cartons) and paper (magazines, newspapers, corrugated cardboard, mixed paper, and boxboard) from Connecticut municipalities’ single stream or dual stream collection systems.

The application and supporting documentation are available for inspection at DEEP, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance, 79 Elm Street, Hartford, CT from 8:30 a.m. to 4:30 p.m. Monday through Friday and at other times by appointment. Before making a final decision on this application, the Commissioner shall consider written comments on the application from interested persons. Written comments on the application should be directed to Justin Williams, Waste Engineering and Enforcement Division, Bureau of Materials Management and Compliance Assurance, Department of Energy and Environmental Protection, 79 Elm Street, Hartford, CT 06106-5127, or may be submitted via electronic mail to Justin.Williams@ct.gov no later than thirty (30) days from the publication date of this notice.

PETITIONS FOR PUBLIC HEARING

The Commissioner may conduct a public hearing if the Commissioner determines that the public interest will best be served thereby, or shall hold a hearing upon receipt of a petition signed by at least twenty-five persons. Petitions shall be submitted within thirty (30) days from the date of publication of this public notice and should include the application number noted above and identify a contact person to receive notifications. Petitions may also identify a person who is authorized to engage in discussions regarding the application and, if resolution is reached, withdraw the petition. Upon receipt of a petition, the Commissioner shall take action as required by relevant laws, including Public Act 25-84, which was effective upon passage in June 2025. The Office of Adjudications will accept electronically-filed petitions for hearing in addition to those submitted by mail or hand-delivered. Petitions with required signatures may be sent to deep.adjudications@ct.gov; those mailed or delivered should go to the DEEP Office of Adjudications, 79 Elm Street, Hartford, CT 06106.
