The Connecticut Department of Energy and Environmental Protection (CTDEEP) hereby gives notice of its receipt from Vanderbilt Chemical Corporation (VCC) of plans for the final closure of four hazardous waste storage/management units (HWMU’s #1 to #4) and Tank T-30, formerly used at the facility located at 31 Taylor Avenue, Bethel, Connecticut. These units were operated under “interim status” and the plans were submitted in accordance with section 22a-449(c)-105(a)(1) of the Regulations of Connecticut State Agencies, which incorporates 40 CFR 265.112, and Section 3005 of the Resource Conservation and Recovery Act (RCRA).Vanderbilt has operated at this location since the 1950’s, manufacturing specialty organic chemicals primarily for the rubber, plastics, and lubricants industries. Prior to the 1950’s, the site was undeveloped. Surrounding land uses are mixed industrial, commercial, and residential.
HWMU #1, is a 1,600 square foot container storage area, located in the southeastern corner of the production area. This area stored drums of waste solvents such as toluene, xylene and isopropyl alcohol and other miscellaneous wastes from chemical production.
HWMU #2, is a 1,000 square foot container storage area, located in the southeastern corner of the warehouse. This area was utilized to store solid wastes.
The plans describe the closure of these regulated units in a manner that will result in the removal of all waste and contaminated material and/or soil for disposal at an offsite facility, and the decontamination of any contaminated structure so that it will not pose any risk to human health and the environment.
Following the HWMU closure, VCC is planning to continue operating these storage units as less than 90-day hazardous waste storage areas, and as a generator who will not store hazardous waste for more than 90 days.
HWMU #3 and #4 were used for hazardous waste treatment in tanks prior to November 1992. Each of these tank systems consisted of a tank, filter, and ancillary piping. HWMU#4 was clean closed and certified in 2002. Vanderbilt submitted a Closure Plan: Parts 2 and 3 in 2002 to the CTDEEP to document closure activities performed for HWMU#3. No remediation was necessary based on the results of the concrete and soil sampling. An environmental use restriction will be put into place to prohibit future residential use at this location.
Tank T-30 was located beneath the Building 6 Tank Farm. This tank was used from 1981 to 1985 to store corrosive waste sulfide scrubber solution. Records indicate the tank never operated as a greater that 90-day hazardous waste tank. The tank was taken out of service in 1985, and the tank and surrounding soil were subsequently tested in coordination with the CTDEEP. No remediation was required based on results of the testing and the subsequent groundwater monitoring conducted through 2011.
This public announcement does not imply approval by the CTDEEP of the VCC closure plans. The purpose of this public notice announcement is to solicit comments concerning the plans.

Written comments on or requesting modification to the closure plans must be submitted to the CTDEEP no later than thirty (30) days from the publication date of this notice. Any person may submit a request in writing to the Department for a public hearing to consider the closure plan. Such requests shall state the nature of the issues proposed to be raised in the hearing. A public hearing may be held whenever the Department finds that response to this notice indicates significant public interest. All comments received within the public notice period will be considered in the final decision regarding approval or disapproval of the closure plans.
