Notice of Intent to Issue a Beneficial Use Determination Authorization to Smart Feed Tech for the Beneficial Reuse of Specific Food Wastes
The Commissioner of the Department of Energy and Environmental Protection (“Department”), pursuant to Connecticut General Statutes Section 22a-209f, hereby gives notice of intent to issue a Beneficial Use Determination Authorization (“Authorization”) to Smart Feed Tech (“the Applicant”) for the processing of specific food wastes to manufacture an animal feed supplement product based on Application No. 202108128 received on June 29, 2021. The Commissioner has found that the Authorization is not inconsistent with the requirements of the federal Clean Air Act, Clean Water Act or Resource Conservation and Recovery Act and that the authorized activity will not harm or present a threat of harm to public health, safety or the environment.The Authorization will allow the Applicant to receive, transfer and process food waste, which is defined as food scraps and food processing residue that have been separated from other solid wastes at the point of generation (source separated) originating from residential, municipal or commercial sources, at its facility located at 76 Fuller Way in Berlin, Connecticut. The food wastes will be processed for manufacturing into an animal feed supplement, which will be regulated by the Connecticut Department of Agriculture.
Prior to completion of the construction of processing equipment necessary to process the food waste into an animal feed supplement, the Authorization will allow the Applicant to receive, for limited processing and transfer, no more than 100 tons per day (TPD) of food waste. Processing during this first phase of operation would be limited to depackaging of the food waste as necessary, prior to transfer. Upon completion of such construction and the receipt of written authorization from the Commissioner, the Applicant will be authorized to receive up to 450 TPD of food waste for processing into an animal feed supplement.
This Beneficial Use Determination Authorization will remain in effect for a period of ten (10) years following its issuance.

All interested persons are invited to express their views on the intent to issue the Beneficial Use Determination Authorization. Written comments should be directed to Robert C.
