CFI Grant Program Public Comment Request Regarding De Minimis Impacts Determination
Connecticut Charging and Fueling Infrastructure (CFI) Grant Program: Public Comment Request Regarding De Minimis Impacts Determination under the U.S. Department of Transportation Act Section 4(f)
Project: Connecticut Electric Vehicle Infrastructure Grant – Community Component (CFI Grant Program)
Federal Aid Project No.: DEEP-CF23
Date of Notice:June 18, 2026
The U.S. DOT Federal Highway Administration (FHWA) awarded Connecticut Department of Energy and Environmental Protection (DEEP) over $14.6 million under the Charging and Fueling Infrastructure (CFI) Grant Program for the installation of eight (8) dual-port Level 2 electric vehicle (EV) charging stations and ninety-six (96) single-port direct-current fast chargers (DCFC) in seven (7) municipalities across the State of Connecticut. These municipalities include Bridgeport, Hartford, New Haven, Stamford, Barkhamsted, East Hartford, and Groton.
As part of the design at two (2) charging locations, charging equipment will be located on parcels shared by publicly owned parks or recreation areas consisting of:
- Wilbur Cross Athletic Complex in New Haven (12 single-port DCFCs installed in Complex parking lot at Mitchell Drive); and
- Alumni Park/Town Green Park in East Hartford (two dual-port Level 2 chargers installed in Park parking lot at Main Street).
Installation of the proposed EV charging equipment at these locations will result in only minor impacts and will not adversely affect the activities, features, or attributes that qualify these park or recreation resources for protection under Section 4(f) of the U.S. Department of Transportation Act. DEEP is seeking public comment on this determination before making a final decision.
Current schedules for the project anticipate design to be completed by August 1, 2026, and construction and full operation of the charging stations is anticipated to be completed no later than April 2030.
It is DEEP’s policy to keep the public informed and involved when projects such as these are undertaken. For additional information about these projects, please visit the CFI Grant webpage or email DEEP.MobileSources@ct.gov.
