DEEP Announces More Than $1 Million in Clean Vessel Act Funding to 39 Marine Sewage Disposal Facilities to Help Keep Connecticut’s Waterways Clean in 2025

DEEP Now Accepting Applications for Clean Vessel Act Funds For 2026 Boating Season

(HARTFORD) — Connecticut’s Department of Energy & Environmental Protection (DEEP) announced today that 39 marine sewage disposal facilities, more commonly known as pumpouts, will receive $1,034,987 in funding under DEEP’s annual Federal Clean Vessel Act (CVA) program for the upcoming 2025 boating season. The funding is used to improve water quality in Connecticut’s navigable waterways by providing federally-funded matching grants for qualifying projects that provide pumpouts. 

Boaters’ use of the CVA program-funded facilities has resulted in millions of gallons of sewage removed from recreational vessels. Since 2018, nearly 8 million gallons of sewage has been pumped from recreational vessels, including 1,109,283 gallons in 2024. 

DEEP also announced today that it is now accepting applications for CVA funding for the 2026 boating season. Funding is available for matching grants to marine facilities to purchase, install and/or operate marine sewage disposal facilities, or pumpouts.  Any owner or operator of a public or private marine facility interested in funding an eligible project with Clean Vessel Act (CVA) funds is encouraged to apply. All applications must be submitted to DEEP before June 3, 2025.  

“Connecticut's waters are cleaner because of the Clean Vessel Act Program. The benefits of this program can be seen in the environment, outdoor recreation, and local businesses,” said DEEP Commissioner Katie Dykes. “The services provided by these funds are completely free and I encourage boaters to take advantage of this vital program.” 

Of the 39 grant recipients announced today, six will receive funding for the construction of new or replacement pumpout stations or boats. This will enhance the services provided by those facilities. Remaining funding supports operation and maintenance of land-based pumpout stations and pumpout boats across Connecticut.

Funding for the CVA program comes from the Sport Fish Restoration and Boating Trust Fund, which is supported by excise taxes on certain fishing and boating equipment and motorboat fuels. DEEP partners with the U.S. Fish and Wildlife Service and issues grants to marine facilities and pumpout vessel programs through the Clean Vessel Act Grant Program. The marine facilities provide 25% of the cost of each project.
