Low-Income Energy Water Advisory Board (LIEWAB)
The State of Connecticut established a Low-Income Energy Water Advisory Board, in accordance with Connecticut General Statutes Sec. 16a-41b, as amended by Public Act No. 24-37, to assist the Office of Policy and Management and the Department of Social Services in the planning, development, implementation, and coordination of energy and water-assistance-related programs, policies and low-income weatherization assistance and water conservation programs and policies. The Board advises the Department of Energy and Environmental Protection regarding the impact of utility rates and policies, and makes recommendations to the General Assembly regarding energy and water affordability issues, and the Administration of the Low-Income Home Energy Assistance Program (LIHEAP) block grant and the Low-Income Household Water Assistance Program (LIHWAP).
