How do I remove or change a permittee on a liquor permit?

A permittee is the individual who has day to day responsibility for the liquor permit. Sometimes a permittee may need to be removed or changed.

Removing Yourself as Permittee

If you no longer wish to be the permittee:

1. Send a formal letter of resignation asking to be removed as permittee by email to DCP.LiquorControl@ct.gov

  • The letter must clearly state the permit number, permit premises name and address, along with your name and role as permittee with the licensed backer entity.
  • Notifying the backer entity of your resignation is recommended but not required.

2. Once your resignation is received, the department will remove your name as permittee, update the permittee to the name of the current backer entity.  

3. The backer will be notified by the department that it must then appoint a new permittee within a certain period of time to continue operating their business.

Changing a Permittee 

If the business (backer) wants to change their current permittee:

  1. Choose a new person to be a permittee.  A permittee must be a part of the backer business entity (such as a  director, member, officer, partner or shareholder) or an employee  of the backer (meaning their work is managed by the backer and they receive a federal W-2 from the backer).   

  2. File a Substitute Permittee Application to change the permittee, including the personal history form.  The application must be mailed with the required $30 fee

  3. The Department will review the application and conduct a background check.  A liquor control agent will likely meet with the new permittee.  

  4. Once the substitute permittee application is approved, a new permit will be issued with the new permittee’s name. 

Important Notes

  • A permittee cannot transfer their role to another person directly — only the Department can approve a new permittee.

  • The backer always has the right to request a change of permittee.

  • If the permittee resigns suddenly, the backer should file to change permittee as quickly as possible to avoid interruption of their business.
