What is the Permanency Resource Exchange?
The Department of Children and Families (DCF) has a program called the Permanency Resource Exchange (PRE). It maintains a registry of all children legally free for adoption in Connecticut.

- Maintains a registry of families approved for adoption
- Refers home studies to area offices
- Raises awareness about children who are waiting to be adopted
- Gives technical assistance to area offices and participates in permanency planning teams
- Answers questions from agencies and the public about Connecticut’s adoption laws and processes
- Makes sure subsidized adoption requests are ready for the DCF commissioner’s signature
- Maintains all closed adoption records
- Provides information to adults who were adopted
- Maintains the Adoption Reunion Registry and the Medical Information Registry for adopted children
- Manages the College Assistance Program
- Manages Permanency Placement Services Program contracts
