Executive Director

James McGennis serves as Executive Director of the Connecticut Criminal Justice Information System (CJIS)-CT Governing Board.

He is a senior leader with experience in project management, strategic planning, IT governance, and organizational improvement.

Background

Mr. McGennis joined CJIS-CT as a collaborative and results-oriented leader with strong experience in project management, complex initiatives, and cross-functional team leadership.

His background includes work in government, nonprofit organizations, aerospace, manufacturing, healthcare, and information technology. He has led projects that improved operations, supported growth, and strengthened organizational capacity. He specializes in mission-driven work for high-reliability organizations and in building efficient teams with a strong service culture.

Previous Experience

Before becoming Executive Director of the CJIS-CT Governing Board, Mr. McGennis served as Director of the IT Project Management Office at UConn Health.

In that role, he oversaw IT governance, project scoping, business analysis, project management, and delivery for caregivers and business offices. His work included revenue cycle support, CTO-IT network refresh efforts, and security improvements.

Before joining UConn Health, he served as Program Manager for the Enterprise Project Management Office at Connecticut Children’s Medical Center.

He also has more than 30 years of experience in aerospace and manufacturing, where he held roles of increasing responsibility and led multiple new product introduction teams for military, commercial, and space programs. He is skilled at working across a wide range of organizational cultures and structures.

Mr. McGennis focuses on strengthening executive relationships and stakeholder engagement.

He brings a servant leadership approach, along with engineering and business process management experience, to deliver projects that provide clear benefits for stakeholders. He also has experience in lean and continuous improvement to support change and build a learning culture.
