Scoping Notice

"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. Send your comments to the contact person listed for the project by the date indicated. Read more about the regulations for a Scoping Notice.

Notice of Scoping for Replacement of Bridge No. 06296: Waterside Lane over Hammock River

Address of possible action location: The proposed project takes place on Waterside Lane over Hammock River, approximately 0.3 miles south of U.S. Route 1.

Municipality where the action might be located: Clinton

Description: The existing bridge, constructed in 1994, consists of a two-span laminated timber deck superstructure supported by steel pipes and cantilever ends supporting the sidewalk. The existing bridge has an overall structure length of approximately 79 feet and has a maximum span length of approximately 36 feet. The Waterside Lane configuration over the bridge is composed of one 12-foot lane with no shoulder and it is the only vehicular access to the Clinton Town Beach separated from mainland by Hammock River. 

The purpose of the proposed project is to address the structural deficiencies of the existing bridge (Bridge No. 06296) by replacing the structure with a single-span superstructure supported on new semi-integral abutments supported on piles.  The bridge is in serious condition primarily due to the scour condition. The north abutment exhibits bulging stones along the abutment's lower half. The south abutment corners have missing mortar and displaced stones, and minor cracking can be found in the mortared joints.

Notice of Scoping for Hopp Brook Estates

Address of possible action location: 22 Oakwood Drive, Beacon falls, CT

Municipality where the action might be located: Beacon Fall

Description: Hopp Brook Developers, LLC has retained Guerrera Construction Inc to perform the site work on a 59-acre parcel of land known as lot 1 a/k/a 22 Oakwood Drive Beacon Falls, CT. The project is approved as a special exception for 94 single family homes. The project is a planned community under the Common Ownership Act where a starter home and approximately 134x84 parcel of land will be a unit owned as a starter home. The homes will be approximately 1900 SF with either a 1 or 2 car garage. The roads will be private and maintained by a homeowners’ association. The site work involves the construction of 2 detention ponds on site for storm drainage. There will be city water and each unit has its own septic system approved by Naugatuck Valley Health. There is a community pickle ball and play fields, There is 40 acres of open space mostly on the adjoining undeveloped lot 2. The homes will be built in 6 phases with approximately 16 homes per phase. The starter homes will be listed for sale at $499,000 and lower. It will take 4-5 years to complete the project.

Notice of Scoping for Lakeview Terrace and Lakewood Heights Interconnection with the South Coventry Public Water System

Addresses of possible action locations: The intersection of South Street and Echo Road, along South Street to the intersection of South Street and Cross Street, along Cross Street and Lake Street North of Monument Hill Road in Coventry, Connecticut. 

Municipality where the action might be located: Coventry

Description: The Connecticut Water Company (CTWC) seeks to utilize the Department of Public Health (DPH) Drinking Water State Revolving Fund (DWSRF) to interconnect the Lakeview Terrace and Lakewood Heights public water systems with the South Coventry public water system (Project). The Project scope of work includes the installation of approximately 6,100 feet of new 8” water main along South Street, Cross Street and Lake Street in Coventry, Connecticut. The Lakeview Terrace and Lakewood Heights systems are currently served by sources of supply that are contaminated with PFAS. The proposed interconnection would replace the contaminated sources and provide Lakeview Terrace and Lakewood Heights with a reliable, regulated water supply and ensure long-term compliance with drinking water standards. There are multiple developed properties with onsite water sources, including other public water systems, located along the proposed route of the new water main.  The connection of some or all of these properties to the water main is not currently proposed to be within the scope of the project.

Notice of Scoping for Birchwood Heights Interconnection with UCONN – South Eagleville Division Public Water System

Addresses of possible action locations: The intersection of South Eagleville Road and Storrs Road, along Storrs Road, and west along Birchwood Heights Road to the proposed interconnection point in Mansfield, Connecticut.

Municipality where the action might be located: Mansfield

Description: The Connecticut Water Company (CTWC) seeks to utilize the Department of Public Health (DPH) Drinking Water State Revolving Fund (DWSRF) to interconnect their Birchwood Heights public water system with their University of Connecticut (UConn) South Eagleville Division public water system (Project). The Project scope of work includes the installation of approximately 3,000 feet of new 8” water main beginning at the intersection of South Eagleville Road and Storrs Road, along Storrs Road, and connecting with the Birchwood Heights System (Birchwood) on Birchwood Heights Road in Mansfield, Connecticut. Birchwood is currently served by a public water supply well (Well) that is contaminated with Perfluorooctanesulfonic acid (PFOS). The proposed interconnection between Birchwood and UConn would replace the contaminated Well with a reliable, regulated water supply, and ensure long-term compliance with drinking water standards. The Well would be disconnected from Birchwood and abandoned upon completion of the Project.

If an agency is unable to publish a Post-Scoping Notice within six months after the comment period for scoping, the agency will publish an update with an action status and an estimate as to when a Post-Scoping Notice will be published. Connecticut Environmental Policy Act (CEPA) Determination: The CT Department of Transportation published a Notice of Scoping on December 16, 2025, to solicit public comments for this action in the Environmental Monitor.

A public scoping meeting was held on January 12, 2026.

Comments from the CT Department of Energy and Environmental Protection (CTDEEP) for the Heroes Tunnel Rehabilitation and the general public were received during the public comment period. Comments received by the general public during the public comment period (outside of the scoping meeting) were simply requests for project details.  Comments received at the public meeting and CTDOT's responses can be found in the Report of Meeting. All comments received, including CTDEEP's, are addressed within the Environmental Review Checklist for the Heroes Tunnel Rehabilitation, where appropriate.
