Scoping Notice

"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. Send your comments to the contact person listed for the project by the date indicated. Read more about the regulations for a Scoping Notice.

Notice of Scoping for Route 15 Interchange 51 Improvements

Address of possible action location: Interchange 51 on Route 15 at Whitney Avenue (State Route 707). Along Route 15, project limits extend from Mile point (MP) 51.25 to 51.93 Northbound and MP 51.23 to 51.96 Southbound. On Whitney Avenue, the proposed project limits extend from MP 3.21 to 3.52. 

Municipalities where the action might be located: Hamden and North Haven

Description: Route 15 is part of the National Highway System - it is a divided highway with two travel lanes in each direction and shoulders on both sides. The subject interchange is the combination of five ramps that all connect Route 15 and Whitney Avenue.  The purpose of this project is to improve safety at the Route 15 Interchange 51 ramps and improve mobility for all roadway users along Whitney Avenue. This project is needed because of the high number of front-to-rear crashes at this interchange due to the stop-controlled on-ramps. Proposed improvements on Route 15 include the removal of stop controls and the addition of acceleration lanes for the northbound and southbound on-ramps, as well as a deceleration lane for the northbound off-ramp. Additionally, the proposed project will include the addition of signals and pedestrian crossings at the ramp intersections and the construction of sidewalks on Whitney Avenue to close the existing sidewalk gap.

Notice of Scoping for Woodruff Reserve

Address of possible action location: 45 Stone House Lane, Guilford CT

Municipality where the action might be located: Guilford

Description: The Woodruff Reserve project will include the construction of 16 units of affordable deed restricted housing at 45 Stone House Lane Guilford. This is town own land that will be transferred to the Developer. An access easement over the neighboring parcel will allow connection to Stone House Lane. The project is located in a flood zone. The design team has worked with CT DEEP to create a site plan with finished floor elevations above the flood height and all vehicular and pedestrian egress above the required elevations. This will be a two phase project. Phase 1, funded by CDBG will include all infrastructure and site work necessary to install stormwater detention and septic systems as well as utility connections. Phase 2 will be the construction of the residential buildings and will be funded by CT DOH. The project location is in Hurricane surge inundation and also in Natural Diversity Database area.

Cancellation Notice for UConn Golf Practice Facility Project

Agency Determination: The University Of Connecticut (UConn) has decided to cancel the UConn Golf Practice Facility Project, as described in a Scoping Notice and a Notice of Time Extension that each appeared in the Environmental Monitor on December 16, 2025 and July 7, 2026, respectively, due to issues unrelated to the environmental review requirements of the Connecticut Environmental Policy Act (CEPA) including, but not limited to, availability of an alternative site and enabling activities for its development.

Notice of Scoping for the Golf Practice Facility at UConn

Address of possible action location: Weaver Road

Municipality where the action might be located: Mansfield

Description: The planned facility will be situated on approximately 6.5 acres of land on UConn's Depot Campus, located about 2 miles northwest of the main campus and accessible from Weaver Road, an institutional road also owned by UConn. There are four small structures on the site that are in poor condition and planned for demolition in early 2027 as a separate project.

The Proposed Action will involve site clearing, earthwork, utilities and other site activities to accommodate construction of a new building, parking for up to 24 vehicles, a single unlit driving range, a chipping and putting area, and a small shed for maintenance. The proposed building will be approximately 6,000 gross square feet with office space, lockers, restrooms and showers, equipment storage and repair space, a flex space / team room, and indoor putting and simulation areas. The development will be restricted to university use and not open to the public.

UConn will incorporate comments from the Public Scoping period to further evaluate the Proposed Action. Direct, indirect, and cumulative impacts associated with the Proposed Action will be assessed.

Post-Scoping Notice for Exit 46, Route 15 Improvements

Address of possible action location: Route 15 (Wilbur Cross Parkway) at Interchange 46, which connects to the subnetwork of Route 63 and Route 69. Project limits on Route 15 extend from approximately 1,450 feet south of Bridge No. 0071 (Route 15 over Route 63 - Log Mile 46.24) to the southern limits of the Heroes Tunnel (Log Mile 47.14).

Connecticut Environmental Policy Act (CEPA) Determination: The CT Department of Transportation (CTDOT) published a Notice of Scoping on January 20, 2026, to solicit public comments for this action in the Environmental Monitor.

A public scoping meeting was held on February 3, 2026.

Comments from the CT Department of Energy and Environmental Protection (CTDEEP) for Exit 46 Route 15 Improvements were received during the public comment period. Comments from the public were received at the public scoping meeting, however the public did not submit any comments outside of the scoping meeting. These public comments and CTDOT's responses can be found in the project's Report of Meeting. All comments received, including CTDEEP's are addressed in the Environmental Review Checklist for the Exit 46 Route 15 Improvements, where appropriate.

What Happens Next:
When this comment period closes, the proposed land transfer can take one of three tracks:

  1. If no public comments are received, the sale or transfer can proceed with no further public comment and no further notices in the Environmental Monitor, unless the Department of Energy and Environmental Protection (DEEP) elects to conduct a review of the property (see #3).

  2. If public comments are received, the Office of Policy and Management (OPM) will respond to those comments. The comments and responses will be published in the Environmental Monitor. Fifteen days after publication of the comments and responses, the proposed sale or transfer can proceed, unless DEEP elects to conduct a review of the property (see #3).

  3. If DEEP elects to conduct a further review of the property, it may submit to OPM a report with recommendations for preserving all or part of the property. The report and recommendations will be published in the Environmental Monitor, and there will be a 30-day public comment period. DEEP will publish its responses to any comments received and its final recommendation about the property in the Environmental Monitor. OPM will then make the final determination as to the ultimate disposition of the property and will publish that determination in the Environmental Monitor. Fifteen days after publication of that final determination, the sale or transfer can proceed.
