"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. Notice of Scoping for Lakeview Terrace and Lakewood Heights Interconnection with the South Coventry Public Water System

Addresses of possible action locations: The intersection of South Street and Echo Road, along South Street to the intersection of South Street and Cross Street, along Cross Street and Lake Street North of Monument Hill Road in Coventry, Connecticut. 

Municipality where the action might be located: Coventry

Description: The Connecticut Water Company (CTWC) seeks to utilize the Department of Public Health (DPH) Drinking Water State Revolving Fund (DWSRF) to interconnect the Lakeview Terrace and Lakewood Heights public water systems with the South Coventry public water system (Project). The Project scope of work includes the installation of approximately 6,100 feet of new 8” water main along South Street, Cross Street and Lake Street in Coventry, Connecticut. The Lakeview Terrace and Lakewood Heights systems are currently served by sources of supply that are contaminated with PFAS. The proposed interconnection would replace the contaminated sources and provide Lakeview Terrace and Lakewood Heights with a reliable, regulated water supply and ensure long-term compliance with drinking water standards. There are multiple developed properties with onsite water sources, including other public water systems, located along the proposed route of the new water main.  The connection of some or all of these properties to the water main is not currently proposed to be within the scope of the project.

Notice of Scoping for Birchwood Heights Interconnection with UCONN – South Eagleville Division Public Water System

Addresses of possible action locations: The intersection of South Eagleville Road and Storrs Road, along Storrs Road, and west along Birchwood Heights Road to the proposed interconnection point in Mansfield, Connecticut.

Description: The Connecticut Water Company (CTWC) seeks to utilize the Department of Public Health (DPH) Drinking Water State Revolving Fund (DWSRF) to interconnect their Birchwood Heights public water system with their University of Connecticut (UConn) South Eagleville Division public water system (Project). The Project scope of work includes the installation of approximately 3,000 feet of new 8” water main beginning at the intersection of South Eagleville Road and Storrs Road, along Storrs Road, and connecting with the Birchwood Heights System (Birchwood) on Birchwood Heights Road in Mansfield, Connecticut. Birchwood is currently served by a public water supply well (Well) that is contaminated with Perfluorooctanesulfonic acid (PFOS). The proposed interconnection between Birchwood and UConn would replace the contaminated Well with a reliable, regulated water supply, and ensure long-term compliance with drinking water standards. The Well would be disconnected from Birchwood and abandoned upon completion of the Project.

Notice of Scoping for State & George

Address of possible action location: 253 State Street, New Haven, CT 06510

Municipality where the action might be located: New Haven

Description: Gilbane Development Company and Xenolith Partners are redeveloping the City of New Haven’s State & George Street sites. The project consists of State & George (Building A-2), a mixed-use residential building on the on the lot to the southeast of Chapel St and State St intersection. The total Lot area is  approximately 43,000 SF (about 0.99 acres). Broader corridor parcels evaluated in environmental work: approximately 2.6 acres, currently used as surface parking lots.

Proposed Program: Approximately 151 residential units (mixed-income; 30% affordable). The Building size is approximately 192,000 gross square feet (GSF) with approximately 5,500 SF of ground-floor retail intended for local businesses/entrepreneurs. There will be two-story structured garage with 77 spaces. Amenities (anticipated) includes courtyard, outdoor pool, coworking space, resident storage, bicycle rooms, lounge, fitness center.

Physical Improvements (Anticipated): Construction of the new mixed-use building and integrated structured parking. Civil/site improvements typical of an urban infill development (grading/drainage, utility connections, circulation, and streetscape coordination).Site plan includes accessible parking and EV charging ready provisions (per the 90% civil plan set).

Demolition: Based on available documentation, all historic buildings on the site were removed and replaced with parking lots by the mid-1970s. Accordingly, demolition is expected to primarily involve removal of existing paved parking-lot improvements and associated subsurface materials within the Phase 1 footprint, rather than demolition of occupied structures.

Known Environmental Issues (Summary): A Phase I Environmental Site Assessment (ESA) identified Recognized Environmental Conditions (RECs) related to historic industrial/commercial uses and nearby leaking underground storage tank (LUST) incidents. Observations include localized impacts in urban fill beneath existing parking lots. RECs / historical sources includes former gasoline stations/USTs, auto repair, laundry, manufacturing uses; and reported LUSTs on adjoining properties. Soils testing found elevated petroleum hydrocarbons (ETPH), PAHs, lead, and arsenic were observed in certain samples. Impacts appear primarily attributable to urban fill. In Groundwater test petroleum hydrocarbons were not detected above reporting limits in sampled wells; only limited trace VOC detections were noted in the summary.

Change in Use: Existing is surface parking lots (for the evaluated parcels). Proposed will be mixed-use residential with ground-floor retail and structured parking, increasing site intensity consistent with transit-oriented infill.      

Schedule: Target financial closing/construction start: approximately September 2026. Target construction completion: approximately June 2028.

Notice of Scoping for 2 Church Street Development Public Improvements

Title: New Haven Quantum and Life Sciences Innovation Cluster - 2 Church Street Development

Description: Winstanley Enterprises, LLC is planning a 4-story building for research and development, laboratory, and general office comprising approximately 200,0000 square feet at 2 Church Street in New Haven, CT. The 2 Church Street site is approximately 1.8 acres and is bounded by Martin Luther King Jr. Boulevard to the north, South Frontage Road to the south, 101 College Street to the west, and Church Street to the east. Known as the “2 Church Street Development,” the Proposed Action to be assessed under the Connecticut Environmental Policy Act (CEPA) process consists of the following elements:

Public infrastructure, including tunnel walls, service drives, lighting, egress, fire suppression, smoke ventilation, deluge drainage, mechanical equipment and life safety systems.

Public streetscape and plaza improvements with connections to the existing public plaza at 101 College Street.

• Utility and infrastructure improvements, with tie-ins to existing utilities.

Developer gap financing from DECD.

The Proposed Action falls within the City of New Haven’s Downtown Crossing project.  Downtown Crossing is a City of New Haven infrastructure project that rebuilds the former Route 34 expressway into a system of urban boulevards, reestablishes the urban street grid by reconnecting the city streets, and reclaims portions of highway land for development.  The building and tunnel system will cap (i.e., be constructed above) the existing service drives, which travel east and west through the site, aligning with goals in the City of New Haven’s Hill-to-Downtown Community Plan, which calls for improving connectivity between The Hill, Union Station, Yale New Haven Hospital, and Yale School of Medicine, and Downtown.  

The need for the Proposed Action is due to an urban renewal-era land clearance that isolated surrounding neighborhoods more than 60 years ago. Since then, a fragmented street network has separated the Hill neighborhood from Downtown, making it a challenge to attract investment and residents to the area. As the City has made progress in reconnecting the neighborhoods with infill development in recent decades, another need for the Proposed Action is due to the high demand for transit-oriented development, including research, lab, and office space in Downtown New Haven’s innovation hub.

The purpose of the Proposed Action is to continue the progress made by the City in recent years to reconnect the surrounding neighborhoods, improve walkability and connectivity between public amenities, housing, and build upon the City’s growing innovation industry. Winstanley Enterprises, LLC will incorporate comments received during the public scoping period and evaluate the Proposed Action, including taking no action or other feasible alternatives. Direct, indirect, and cumulative impacts associated with the Proposed Action will also be assessed.

Connecticut Environmental Policy Act (CEPA) Determination: The University of Connecticut (UConn) published a Notice of Scoping on December 16, 2025 for the UConn Golf Practice Facility project to solicit public comments for this action in the Environmental Monitor. UConn is unable to publish its determination regarding the action at this time.

Action Status: The University greatly appreciates and acknowledges those who submitted comments on the proposed action. Balancing the University’s operational and space needs with our responsibility as environmental stewards is a challenge we take very seriously. As we continue to evaluate this project, we will determine whether to move forward with an Environmental Impact Evaluation or if an alternative site can be considered.
