Notice of Scoping for The Metropolitan District Commission Transmission Main Project

Addresses of possible action locations: The intersection of Windsor Avenue and Meadow Road in Windsor, CT, crossing the Connecticut River and Podunk River between Windsor and East Hartford, 33 Meadow Road, East Hartford, and sections of municipal roadways in East Hartford including Main Street, Gilman Street, and King Street to the intersection of Ellington Road and King Street in East Hartford, Connecticut.

Description: The Metropolitan District Commission (MDC) public water system is proposing to install a new 30-inch diameter water transmission main from the intersection of Windsor Avenue and Meadow Road in Windsor, Connecticut through Hartford, beneath the Connecticut River and Podunk River, and through South Windsor to the intersection of Ellington Road and King Street in East Hartford, Connecticut (Project). MDC currently maintains three aging transmission mains that convey treated water from the West Hartford Water Treatment Facility and Reservoir No. 6 Water Treatment Facility to customers located east of the Connecticut River, including the Towns of South Windsor, East Hartford, and Glastonbury. The Project is intended to provide system redundancy and operational flexibility to support continued potable water service to customers east of the Connecticut River in the event that one or more of the existing transmission mains fails. Two (2) construction alternatives are currently under consideration for the Podunk River crossing and adjacent project segments. Both alternatives include a trenchless crossing beneath the Connecticut River. 
 
Alternative A (Preferred Alternative) proposes full trenchless crossing of the Connecticut River and Podunk River (Collectively “Rivers”). Approximately 1,100 linear feet (LF) of pipeline would be installed by open-cut trenching from the intersection of Windsor Avenue and Meadow Road in Windsor, within roadway right-of-way (ROW) and easements across properties owned by Riverfront Recapture (RR) and the State of Connecticut (State). Trench widths would range from approximately 6 to 8 feet, depending on final pipe material selection and shoring requirements. The pipeline would be installed from an entry point on agricultural land owned by Goodwin University (Goodwin) via Horizontal Directional Drilling (HDD), or potentially Direct Pipe® technology, beneath the Rivers and the Amtrak railroad ROW to an exit pit near 33 Meadow Road, Windsor, CT. This trenchless segment would be approximately 5,200 LF and would utilize a 48-inch diameter steel casing with a 30-inch diameter carrier pipe.  From the trenchless crossing on the east side of the Podunk River, the pipeline would continue via open-cut trenching for approximately 6,000 LF through agricultural fields and a private gravel access road in South Windsor, and along sections of roadways in East Hartford, including Main Street, Gilman Street, and King Street, to a proposed eastern tie-in at the intersection of King Street and Ellington Road, East Hartford. 

Alternative B would be similar to Alternative A, except at the Podunk River crossing, where an alternative construction approach is proposed to address the HDD bore length. Under Alternative B, the eastern end of the Connecticut River HDD would be closer to the bank of the Connecticut River, then traditional open cut pipe installation would be used up to the western edge of the Podunk River. The Podunk River crossing would then be constructed using either open-cut trenching or a short-length trenchless method such as micro tunneling or jack and bore. Under this alternative, approximately 1,050 LF of additional open-cut trenching would be required on the east side of the Connecticut River, including areas in proximity to wetlands and agricultural land. 

In addition to seeking funding from the Department of Public Health (DPH) Drinking Water State Revolving Fund (DWSRF) MDC will be applying to the United States Environmental Protection Agency (EPA) for financial support of this Project. As such, it may also be subject to review under the National Environmental Policy Act (NEPA).  Prior to final approval and initiation, the DPH and EPA will ensure that requirements for both CEPA and NEPA reviews are satisfied if applicable.

Notice of Scoping for Extension of Constitution Boulevard West Phase 2 & Phase 3

Address of possible action location: East of State Route 108 (Shelton Avenue) and west of State Route 714 (Bridgeport Avenue). 

Municipality where the action might be located: Shelton

Description: The City of Shelton, using funding support from the Connecticut Department of Transportation's (CTDOT) Local Transportation Capital Improvement Program (LOTCIP), proposes to construct a new roadway, Constitution Boulevard West, to connect State Route 108 (Shelton Avenue) and State Route 714 (Bridgeport Avenue). Phase 1 (from Route 714 west for approximately 1,300 feet), partially funded by a CT Department of Economic and Community Development grant, has already been completed by the city independent of any CTDOT involvement. Phase 2 begins at the terminus of Phase 1 and continues west approximately 1,600 feet to the intersection with King's Highway. Phase 3 continues approximately 3,250 feet west from King's Highway to State Route 108. Both Phase 2 and 3 include one travel lane in each direction, with Phase 3 also including 5-foot bike lanes in each direction. Total roadway for each phase width varies from 36 feet to 48 feet. Phase 3 also proposes a new T-intersection of Nells Rock Road at Constitution Boulevard West, with stop control on Nells Rock Road only. As proposed, Constitution Boulevard West would replace Nells Rock Road at the intersection with Route 108, with modifications to the traffic signal as necessary. Associated work includes rock removal and subgrade preparation for the roadway, underground utilities including drainage, water, sanitary sewer, natural gas, electric and communications, subbase, pavement, curbing, as well as construction of 4–5-feet wide concrete sidewalks.

Notice of Scoping for Route 15 Interchange 51 Improvements

Address of possible action location: Interchange 51 on Route 15 at Whitney Avenue (State Route 707). Along Route 15, project limits extend from Mile point (MP) 51.25 to 51.93 Northbound and MP 51.23 to 51.96 Southbound. On Whitney Avenue, the proposed project limits extend from MP 3.21 to 3.52. 

Municipalities where the action might be located: Hamden and North Haven

Description: Route 15 is part of the National Highway System - it is a divided highway with two travel lanes in each direction and shoulders on both sides. The subject interchange is the combination of five ramps that all connect Route 15 and Whitney Avenue.  The purpose of this project is to improve safety at the Route 15 Interchange 51 ramps and improve mobility for all roadway users along Whitney Avenue. This project is needed because of the high number of front-to-rear crashes at this interchange due to the stop-controlled on-ramps. Proposed improvements on Route 15 include the removal of stop controls and the addition of acceleration lanes for the northbound and southbound on-ramps, as well as a deceleration lane for the northbound off-ramp. Additionally, the proposed project will include the addition of signals and pedestrian crossings at the ramp intersections and the construction of sidewalks on Whitney Avenue to close the existing sidewalk gap.
