1. Notice of Scoping for Eagleville Green, Mansfield - Multifamily Housing Development

Project Description:
The proposed project is a multifamily residential mixed-income rental development of 42 units on a 5.2 acre site. The new units will be located in 7 buildings around a central green with 22 units serving 50% of Area Median Income (AMI), 7 units at 60% AMI, 2 units at 80%, and 11 units at 120% AMI/market rate. The complex will include a mix of unit styles and sizes for families as well as single individuals. Five units will meet the federal and state requirements for handicap accessibility. The site is located in a balanced priority funding area surrounded by multi-family and single family homes and will be serviced by public utilities, emergency providers, and local bus transportation. The location offers a short walk to University of Connecticut, retail and grocery stores, banks, post office, restaurants, schools and the Community Center and Town Hall.
The property is currently partially developed with 2 single family structures. One structure will remain to provide a 2-bedroom unit and the other will be demolished. The State Historic Preservation Office has reviewed project and has determined that no historic properties will be affected.
Environmental Site Assessment Reports of the property have been completed and show 2 minor environmental conditions which will be remediated with site preparation. The project will meet state and federal requirements for all site and soil mitigation. The proposed site plan includes the preservation and protection of the existing wetlands on the eastern portion of the site. Civil engineering measures to maintain and support these wetlands have been reviewed and approved by the Town of Mansfield Inland Wetlands Commission and the project will meet all required measures and conditions of approval. The location does not include critical habitat for any state or federal listed species according to the CT DEEP Natural Diversity Data Base maps and it is not inside of any mapped aquifer protection, watershed, or flood zone areas.
There are no current farming activities at this site and the state’s farmland soils map indicate that the property does not include over 5 acres of farmland soils. The scope of work includes connection to the newly constructed municipal high pressure sanitary sewer line to the west of the site. The proposed project has received the review and approval of the Mansfield Planning and Zoning Commission in March of 2020.

2. Notice of Scoping for Replacement of Bridge No. 00162 - I-95 over Metro North Railroad
Address of project location: Bridge No. 00162 carries I-95 over Metro North Railroad and is located roughly 0.25 miles west of the I-95/West River crossing.

Project Description: The purpose of this project is to address the bridge's poor condition and functional obsolescence. The project proposes to replace the existing six-span superstructure, piers, and abutments with a new three-span composite continuous superstructure. It is anticipated that the new piers and abutments will be supported on both the existing and newly installed piles. The bridge will be widened to accommodate an additional southbound vehicular lane; and approximately 2,200 feet of I-95, including the southbound Exit 43 off-ramp, will be reconstructed.

1. Notice of Time Extension for Post-Scoping Notice for Crestwood Drive Water Main Extension

CEPA Determination: On March 16, 2021, the Department of Public Health (Department) published a Notice of Scoping (March 16 2021 (ct.gov)) to solicit public comments for this action in the Environmental Monitor. The Department is unable to publish its determination regarding this action at this time.
Action Status: The CT Water Company (project owner/borrower) is working with the Department of Energy and Environmental Protection (DEEP) to satisfactorily complete the requirements for the Natural Diversity Data Base (NDDB). This NDDB application requirement was not identified in DEEP’s original comments on the project scoping notice as the project was not previously located within the protected area. However, in the June 2021 NDDB map update, a portion of the project site encroaches within an NDDB area and as such, DEEP requested the project owner to submit an NDDB application for processing.
Estimated Publication Date:The Department estimates that a Post-Scoping Notice will be published in the Environmental Monitor on or before December 21, 2021.

1. Cancellation of Notice of Connecticut State Police Training Facility Relocation

Project History: The Department of Emergency Services and Public Protection (DESPP), Division of State Police (CSP) originally proposed to relocate its existing Firearms Training Facility and Program located on Nod Road in Simsbury to a site in Glastonbury. The proposed site was generally situated along Route 2 adjacent to the Department of Energy and Environmental Protection’s (DEEP) Public Shooting Range, located within the Meshomasic State Forest. The exact parcel configuration and project layout was to be determined during design had the project proceeded.
Comments were received during the public comment period.
Agency Determination: The DESPP, CSP has determined it is not feasible to undertake the project as described the last time a notice appeared in the Environmental Monitor on May 7, 2013 because of issues unrelated to the environmental review requirements of the Connecticut Environmental Policy Act (CEPA).

2. Post-Scoping Notice for Evaluation of Maintenance Building Location at East Haven Rifle Range
Project Title: Connecticut Military Department (CTMD) Maintenance Building Construction at East Haven Rifle Range

CEPA Determination: On July 19, 2016, the CTMD published a Scoping Notice to solicit public comments for this proposed project in the Environmental Monitor.
Based on the CTMD's environmental assessment of this project which includes a review of comments provided by the Department of Energy and Environmental Protection, it has been determined that the project does not require the preparation of an Environmental Impact Evaluation (EIE) under the Connecticut Environmental Policy Act (CEPA) The CTMD ensured that the recommendations received during the Scoping period were implemented.
The agency’s conclusion is documented in a Memo of Findings and Determination and an Environmental Review Checklist.

Comments were received during the public comment period from the Connecticut Department of Public Health- Drinking Water Section and the Environmental Health Section.
The responses to the comments received are incorporated into the Environmental Review Checklist. After consideration of the comments received, the DECD has determined that the project does not require the preparation of Environmental Impact Evaluation under CEPA. The agency 's conclusion is documented in a Memo of Findings and Determination and an Environmental Review Checklist.

4. Post-Scoping Notice for Naugatuck Valley Regional Wastewater Study

CEPA Determination: On 11/5/2019 and continuing to 11/19/2019, the Department of Energy and Environmental Protection published a Notice of Scoping to solicit public comments for this proposed project in the Environmental Monitor.
No comments were received during the public comment period.
Due to the complexity of this project and the multiple towns this project may serve, DEEP decided to proceed with the preparation of an Environmental Impact Evaluation (EIE) following the November 2019 scoping notices, and plans to post the draft EIE in the October 5, 2021 edition of the Environmental Monitor. Over the course of the phased study, it was determined that the recommendations from the study will affect only three of the five original towns involved in the first phase of the study. Although DEEP did not adhere to the 6-month series of notifications updating the status of the preparation of the EIE as required by the Connecticut Environmental Policy Act (CEPA) regulations, this notice provides all of the necessary project information as required by CEPA regulations.
