Scoping Notice

"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. Notice of Scoping for Park Hill and School Hill Water Line Extension

Addresses of possible location: Helena Dr (all); Elaine Dr (all); 9 Windsorville Rd to 38 Windsorville Rd; 110 Old Ellington Rd to 112 Old Ellington Rd; Park Hill Rd (all).

Municipality where proposed action might be located: Town of East Windsor

Project Description: The Department of Economic and Community Development (DECD) will be partially funding this project with Community Investment Fund (CIF) - Round 2 grant funds. The project includes the installation of approximately 5,570 feet of public water line in total. A 12” class 52 ductile iron pipe water main will be installed along Windsorville Rd. An 8” class 52 ductile iron pipe water main will be installed along Old Ellington Road, Helena Dr, Elaine Dr and Park Hill Rd. The water line will be installed within the existing road right-of-way. This project will provide for the connection of the East Windsor Housing Authority’s Park Hill housing complex which contains 84 units. In addition, the water line will serve the school hill neighborhood of Elaine Dr and Helena Dr. All 31 homes within this neighborhood will be provided individual private connections. All water main installation will occur at a depth of at least 4ft with at least a 3ft minimum separation between water and any other utility or underground structure. Fire hydrants which will be installed with a bury depth of 5.5ft will also be installed.

Written comments from the public are welcomed and will be accepted until the close of business on: May 8th, 2025.

Any person may ask the sponsoring agency to hold a public scoping meeting by sending such a request to the address below. If a public scoping meeting is requested by 25 or more individuals, or by an association that represents 25 or more members, the sponsoring agency shall schedule a public scoping meeting. Such requests must be made by: April 18th, 2025.

After consideration of the comments received, the DECD has determined the project does not require the preparation of an Environmental Impact Evaluation (EIE) under the CEPA. The agency’s conclusion is documented in a Memo of Findings and Determination and an Environmental Review Checklist.

Connecticut Environmental Policy Act (CEPA) Determination: On 11/5/2024, the Department of Economic and Community Development (DECD) published a Notice of Scoping to solicit public comments for this proposed project in the Environmental Monitor.

Comments were received from the Connecticut Office of Policy and Management and Department of Energy and Environmental Protection. DECD reviewed the comments and communicated them to the City of Bridgeport as consideration in project decision making. DECD’s responses to the comments are included in the Environmental Review Checklist.

After consideration of the comments received, DECD has determined the project does not require the preparation of an Environmental Impact Evaluation (EIE) under the CEPA. The agency’s conclusion is documented in a Memo of Findings and Determination and an Environmental Review Checklist.
