Scoping Notices

"Scoping" is for projects in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

1. Notice of Environmental Assessment for the Connecticut Airport Authority (CAA) Off-Airport Tree Obstruction Removal at the Windham Airport

Municipality where project is proposed: Town of Windham.

Address of Possible Project Location: Airport Road, Windham, CT (off of US Route 6).

Project Description: Preparation of National Environmental Policy Act (NEPA) and Connecticut Environmental Policy Act (CEPA) environmental document as required to evaluate the potential impacts associated with tree obstruction removal in areas surrounding Windham Airport. The evaluation addresses tree obstruction removals associated with Federally-defined airspace surfaces surrounding the airport necessary for the continued safe operation of aircraft. Objects that penetrate these surfaces are classified as obstructions by the Federal Aviation Administration (FAA).

The project sponsoring agencies, the Connecticut Aviation Authority (CAA), and FAA have identified that trees penetrate the airspace at Windham Airport, including locations beyond the airport property boundaries. Per FAA practice, review of off-airport obstruction removal should be evaluated and documented via a NEPA Environmental Assessment (EA) and state CEPA Environmental Impact Evaluation (EIE). This project includes the identification of each affected property owner and associated parcels (both public and private) with anticipated obstruction removals.

The CAA is holding an informal Public Information Meeting on Tuesday, March 29th 2016 from 7 to 9 PM, at the Mansfield Public Library in the Buchanan Auditorium (55 Warrenville Road, Mansfield Center, CT 06250). A formal public hearing has not been scheduled.


2. Notice of Scoping for  Intersection Improvements: Route 34 (Berkshire Rd.) at SR 490 (Wasserman Way), Route 34 (Berkshire Road) at Toddy Hill Road,  and SR 490 (Wasserman Way) at I-84 Interchange 11 Ramps

Project Description: The purpose of this project is to address congestion and improve traffic operations at a key junction between the major commuter routes of I-84 Interchange 11 ramps, Route 34 (Berkshire Road), and Route 25 via SR 490 (Wasserman Way). 

The length of the proposed project area is 2600' along Route 34, 3700' along the I-84 ramps, 1500' along Wasserman Way, and approximately 100' on Toddy Hill Road.  A bridge replacement project on Toddy Hill Road is currently programmed for construction under the town's state-funded bridge replacement project and is not part of these improvements.

The proposed improvements will address extensive congestion, improve traffic operations and safety by providing auxiliary turning lanes, improved geometry at intersections, and by constructing a slip ramp from Route 34 West Bound (WB) to access the I-84 East Bound (EB) and WB ramps. 

Improvements include widening the roadway on Route 34 and Wasserman Way, adding turning lanes at the intersections, improving the sightlines at the Route 34 and Toddy Hill Road intersection by lowering the roadway profile, upgrading existing drainage, and constructing a retaining wall under the I-84 overpass to accommodate the proposed widening.  The off-ramp from I-84 at the Exit 11 interchange will be reconfigured to accommodate an additional turn lane and realigned to normalize the intersection with Wasserman Way.  The I-84 EB ramp will be realigned slightly north to accommodate the proposed slip ramp from Route 34.  Route 34 will be widened at the westerly project limit to accommodate a WB bypass width shoulder for the High School driveway.  The existing commuter lot located on Wasserman Way will be partially reconstructed.  Illumination will be upgraded on the I-84 ramps as part of this project.  

New traffic signals will replace the existing signals on Route 34 at Wasserman Way and on Wasserman Way at the I-84 ramp termini.  A major upgrade to the traffic signal on Route 34 at Toddy Hill Road is also proposed.

Improvements to bicycle, pedestrian and commuter accommodations will be incorporated where possible.  Four foot minimum shoulders will be included and 5 foot shoulders may be included where possible.  Sidewalks are proposed along the south side of Route 34 from the Newtown High School to Toddy Hill Road, and along Wasserman Way from the Route 34 intersection south to Oakview Road.  Sidewalk is also proposed on Wasserman Way to the commuter lot.

3. Notice of Scoping for  Improvements on I-84 at Interchange 17; Construction of Chase Parkway Extension, and Operational Improvements on Route 63 and Route 64

Possible Project LocationsThe project is located off of Interstate 84 (I-84) westbound (WB) at Interchange 17, SR 845 (Chase Parkway), Route 63 and Route 64 in the Town of Middlebury and City of Waterbury.  

The project limits on I-84 WB Exit 17 off-ramp begin approximately 700' prior to the existing exit ramp and extend to the intersection of SR 845 and Route 64 for a total length of 1,600'.

The project limits on the eastbound (EB) I-84 ramp begin  at the intersection of Route 64/SR 845 and extend approximately 1,300' along the ramp.

The project limits on Route 64 begin approximately 450' west of Ferndale Avenue and extend to the intersection of SR 845 (Chase Parkway) for approximately 2,600'.

The project limits on Route 63 begin at the intersection of Woodside Avenue and extend approximately 700' beyond the intersection of Route 64 for a total of 2,250'.

The proposed improvements on SR 845 begin approximately 600' north of the intersection of Route 64 and extend approximately 1,300' with the construction of a new Chase Parkway

Project Description:  The proposed improvements, which address traffic operational issues, include modifying the I-84 Interchange 17; installing new traffic signal at the intersection of State Road (SR) 845 and Route 64; constructing a new two-way connector (Chase Parkway Extension) between Route 63 and Route 64; and providing a new Park and Ride facility and multi-use trail. 

The proposed improvements to Interchange 17 also include lengthening the I-84 WB deceleration lane by approximately 500' and adding a second lane to the off-ramp to increase the ramp storage capacity.  The intersection of Route 64, SR 845, and the Exit 17 off-ramp will be realigned and a new traffic signal will be installed.  The EB I-84 on-ramp will be widened to two (2) lanes from the intersection of the Route 64/SR 845 and will converge to a single lane 1,000 feet prior to merging with I-84 East. 

It is also proposed to construct "Chase Parkway Extension", a new connector road (with an adjacent multi-use trail) from the new signalized intersection of Route 64/SR 845 and the I-84 WB Exit 17 off-ramp to the existing signalized intersection of Route 63 and Woodside Avenue.   

It is proposed to widen approximately 1,250 feet of Route 63 from two (2) to four (4) lanes and modify the approaches to Route 64 to provide three (3) lanes from the SB approach (dedicated left-turn, through, and dedicated right-turn).  The existing traffic signal at the intersection will be modified/upgraded.

It is proposed to widen approximately 1,600 feet of Route 64 from two (2) to four (4) lanes beginning at the intersection of Route 63 to SR 845.  Additionally, the vertical profile along Route 64 will be lowered to improve sight distance.

Additional proposed improvements include the construction of a Park and Ride lot at the southeast corner of Route 63 and the proposed Chase Parkway Extension; the construction of a cul-de-sac at the south end of Kelly Road Extension; and drainage system upgrades throughout the project area including replacement of culverts conveying watercourses affected by the proposed improvements.

4. Notice of Scoping for Safety and Operational Improvements on I-84

Municipality where proposed project might be located: West Hartford

Possible Project Location: On I-84 Eastbound (EB) and Westbound (WB) between Exit 39A (Route 9 South) and Exit 43 (Park Road) 

Project Description: The purpose of this project is to provide safety and operational improvements to address concerns with congestion and traffic operations on I-84 in the Town of West Hartford.

To address existing congestion concerns and projected traffic volumes on I-84 WB, an additional thru travel lane is proposed from the Park Road on-ramp to Exit 39A (Route 9 south) by widening I-84 towards the median.  The fourth thru lane will reduce congestion and crash frequencies between the closely spaced interchanges by improving weaving operations.  To address congestion concerns, improve acceleration/deceleration lanes and reduce crash frequencies on I-84 EB, an auxiliary lane is proposed between Exit 40 (New Britain Avenue-Ridgewood Road) and Exit 41 (Route 173-South Main Street).  To accommodate the auxiliary lane, I-84 will be widened towards the median.

The proposed thru lane in the westbound direction will start at the on-ramp from Park Road and end as an "Exit Only" lane to the Exit 39A off ramp to Route 9 south for a distance of approximately 9,500 feet. 

An auxiliary lane in the eastbound direction will be constructed and start at the Exit 40 on-ramp from New Britain Avenue and will end at the Exit 41 off-ramp to South Main Street for a distance of approximately 2,800 feet.  The inside and outside shoulders in both directions will be brought to current design standards.
 
Two bridges at I-84 eastbound and I-84 westbound over Berkshire Road will be replaced completely.  The I-84 westbound bridge over Ridgewood Road will be widened and the superstructure will be replaced.

The project also includes the mill and overlay of the existing travel lanes, addition of the concrete barrier curb and construction of noise barrier walls, installation of guide railing and overhead/side mounted sign structures, highway drainage improvements, and the minor relocation of some highway illumination.

5. Notice of Scoping for Major Rehabilitation or Replacement of Bridge No. 01349 (William Cribari Memorial Bridge): Route 136 over the Saugatuck River

Possible Project Location:  Bridge No. 01349 (William Cribari Memorial Bridge) carrying Route 136 over the Saugatuck River 

Project Description: The current phase of this project involves completion of the Rehabilitation Studies Report (RSR) for the subject project historic swing bridge, listed on the National Register of Historic Places.  This bridge project was originally initiated under the presumption that it would require rehabilitation work, primarily to vehicular collision-damaged truss elements and corroded pile cross bracing. The on-going findings in the RSR have revealed substantially more structural deficiencies and significant highway functionality deficiencies.  The cost to address the structural deficiencies may require major rehabilitation of the structure at a much greater construction cost than originally estimated.  Due to a projected high cost of major bridge rehabilitation work, a complete bridge replacement option is also being studied in the RSR, to provide a base line cost comparison between bridge rehabilitation and bridge replacement.

6. Notice of Scoping for Marlborough Town Center Public Water System Phase II

Municipality where proposed project might be located: Marlborough

Address of Possible Project Location: East Hampton Road, School Drive and Independence Drive

Project DescriptionCurrently, the Marlborough Town Center Water System consists of 4,100 linear feet of 12” water main, a well field, and storage capacity of 17,500 gallons. The Town of Marlborough has received a Small Town Economic Assistance Program Grant (STEAP) from the CT Office of Policy and Management to add approximately 1050 feet of 12” water main and additional storage tank capacity of 25,000 to 30,000 gallons.

The project will extend the water main west on Rte. 66 (East Hampton Road) to School Drive.  Additional water main will be installed on School Drive to complete the water system distribution loop. Also, the project will include the installation of water main on Independence Drive to serve the existing businesses and a mixed-use zoned area.

There is a plume of pollution within the Marlborough Town Center from an identified site that that is migrating off-site affecting individual water supply wells of many properties. The completion of this project will resolve the long-term water quality issues relating to historic lead gasoline and more recent MTBE gasoline pollution migration to potable water supplies on individual properties within the Marlborough Town Center Area. Additionally, the properties within and adjacent to the project area lack a reliable water supply. These commercial and residential property owners routinely bring in water tankers from several days to weeks at a time to supply adequate potable water since their wells are unable to meet the daily demand of the property.

The completion of the water main loop to School Drive will allow water to circulate to prevent possible stagnation related water quality issues within the water system, while, providing adequate water pressure and water storage volume within the system and provide users with a consistently reliable clean potable water supply.

Post-Scoping Notices:  Environmental Impact Evaluation Not Required
 
This category is required by the October 2010 revision of the Generic Environmental Classification Document for State Agencies. A notice is published here if the sponsoring agency, after publication of a scoping notice and consideration of comments received, has determined that an  Environmental Impact Evaluation (EIE) does not need to be prepared for the proposed project.

CEPA Determination:  On February 2, 2016 the University of Connecticut published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor.  Comments were received from the Department of Energy and Environmental Protection, the Town of Mansfield, the Department of Health, and a private citizen.  The comments and responses are found in the Environmental Assessment  Review document. The University has taken those comments into consideration and has concluded that the project does not require the preparation of Environmental Impact Evaluation under CEPA.

The agency's conclusion is documented in an Environmental Assessment Review and the Memo of Findings and Determination.

2. Post-Scoping Notice for Downtown Crossing - Phase II

CEPA Determination:  On March 17, 2015 the Connecticut Department of Economic and Community Development published a Notice of Scoping  to solicit public comments for this project in the Environmental Monitor.  Comments were received from the Department of Energy and Environmental Protection and the Department of Public Health.  The  Connecticut Department of Economic and Community Development has taken those comments into consideration and has concluded that the project does not require the preparation of Environmental Impact Evaluation under CEPA.     

The agency's conclusion is documented in an Environmental Assessment Checklist and Memo of Findings and Determination.

 After Scoping, an agency that wishes to undertake an action that could significantly affect the environment must produce, for public review and comment, a detailed written evaluation of the expected environmental impacts. This is called an Environmental Impact Evaluation (EIE).

1. Notice of EIE for New Parking Garage at Union Station

Municipality where project is proposed: New Haven

Address of Possible Project Location: Union Avenue, New Haven, CT 06519 

Project Description:  The Connecticut Department of Transportation (Department) is proposing to construct a new multi-level parking facility for Union Station in the City of New Haven.  The project area is State of Connecticut property located north of the station and is currently being used as a commuter parking lot.  The proposed parking facility will accommodate approximately 1000 parking spaces, thereby expanding commuter parking at the station to address existing and future parking needs.  The facility will be designed with consideration to the historic significance, scale, and aesthetic quality of the station building.  Stairtowers and a pedestrian bridge (proposed under another project) will allow passengers to access railroad platforms via an overhead route or via the existing route through the station and tunnel.  All work will be performed while the existing garage is kept in operation.  Occasional modifications to traffic flow at the garage driveways will be necessary to accommodate construction.

2. Notice of EIE for Installation of Wildlife Hazard Deterrent Fence at Connecticut Airport Authority's (CAA) Groton-New London Airport

Project Description:   This DRAFT Environmental Assessment (EA)/Environmental Impact Evaluation (EIE) was prepared to satisfy the requirements of the National Environmental Policy Act (NEPA) and Connecticut Environmental Policy Act (CEPA) to address potential impacts associated with the installation of a wildlife deterrent fence while providing the opportunity for public involvement and comments, since the project is partially funded by the Federal Aviation Administration (FAA).  The airport is a public-use General Aviation airport located entirely in the Town of Groton, Connecticut owned and operated by the CAA.

The purpose of the project was to enclose the entire Groton – New London Airport with an 8 foot chain link fence with a 3 foot horizontal burrowing deterrent chain link “skirt” attached to the bottom and 3 strands of barbed wire on the top, in accordance with FAA specifications. The need for the proposed project is to protect aircraft and their passengers from hazardous conditions at the airport as a result of medium to large sized wildlife, including deer, coyote, raccoons and woodchuck, from entering the airport property.  The airport is currently surrounded on the three landward sides by a wildlife fence.  The project would have included inspection of and repairs to this fence, as well as the installation of additional fencing.

The sponsoring agency (CAA) shall hold a public hearing on the draft evaluation if twenty-five persons or an association having not less than twenty-five persons requests such a hearing by Friday, May 27, 2016.
