"Scoping" is for projects in the earliest stages of planning. At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist. Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study. 1. Notice of Scoping for Norwich Combined Sewer Overflow Control Plan
Municipality where proposed project might be located: Norwich
Project Location: The Greenville, Eastside, Thamesville, Laurel Hill and Downtown areas of Norwich
Project Description: Norwich is a combined sewer overflow (CSO) community, where both sanitary sewage and stormwater are carried in a single pipe. During rainfall events of sufficient intensity and duration, the capacity of the collection system is overwhelmed and excess flows discharge to nearby rivers via built-in overflows in the collection system. The overflows were designed to prevent the combined sewer flows from backing up into basements and surcharging onto the streets.
The collection system will undergo a separation which will involve the construction of a new sewer parallel to the existing combined sewer, thereby segregating the sources. After completion of a separation, one dedicated stormwater sewer will transport runoff directly to the local receiving waters, while the other sewer will be dedicated to carrying wastewater to the wastewater treatment plant for treatment prior to discharge into the river.
The CSO Long Term Control Plan recommends complete separation of all remaining combined sewer areas in Norwich, with the separation projects to be implemented in a phased approach, over a 20 year period. The highest priority areas would be done first, with the option to reevaluate the final phase of separation as the project progresses, based on environmental improvements, changes in regulations and new technological solutions that may emerge.
The proposed sewer separation project will be conducted according to a “Five-Phase Implementation Plan.” The separation plan is structured to give the highest environmental benefits at the beginning of the program. At the end of the first phase, in year 4 of the “Five-Phase Implementation Plan,” the Greenville area separation will be completed, which is projected to eliminate half of the CSO discharge volume. At the end of the third phase, in year 8, over 98% of the CSO discharge volume will be eliminated. In year 15 of the program, after the first four separation phases are completed, over 99% of the CSO discharge volume (on an annual basis for the typical year) will be removed. At that point Norwich will evaluate the progress made to date and the cost-effectiveness of implementing the final phase, phase 5, of the separation work.

Project Description: The project comprises the installation of approximately 1,000 lineal feet of eight-inch water main and associated appurtenances along a portion of Covey Road in Burlington, CT. The new main will be connected to the existing water main of The Torrington Water Company, located on George Washington Turnpike. The project will be funded through the Small Town Economic Assistance Program (STEAP) distributed by the Office of Policy and Management (OPM).

3. Notice of Scoping for Connecticut State Police Firearms Training Facility Relocation
Municipalities where proposed project might be located: East Windsor and Willington
Project Description: The Department of Emergency Services and Public Protection (DESPP), Division of State Police (CSP) is proposing to relocate its existing Firearms Training Facility and Program located on Nod Road in Simsbury to a new site. The proposed sites are:
- East Windsor Site: is located south of Apothecaries Hall Road, west of Windsorville Road, and east of a railroad line. The site is comprised of two parcels: parcel IDs: 048-65-007 (124.8 acres) and 057-65-001 (98 acres). Total Site acreage: 222.8 acres.
- Willington – Ruby Site: is located east of Ruby Road (Route 320) and north of Cosgrove Road. The site is comprised of two parcels: parcel IDs: 33/019-00 (315.99 acres) and 33/017-00 (10.59 acres). Total Site acreage: 326.58 acres.
- Willington – Eldredge Site: is located at the end of Eldredge Mills Road (west of Ruby Road [Route 320]) and east of River Road. The site is comprised of three parcels: parcel IDs: 33/004-00 (105.71 acres), 33/012-00 (41.7 acres), and 33/001-00 (5.61 acres). Total Site acreage: 153.02 acres.
At this point, the State has not begun the design phase, therefore the actual project layout would occur after a final site is selected and a design team is hired. However, the estimated maximum acreage needed for the main project elements is approximately 30 acres. This does not include axillary infrastructure improvements that may be necessary for the project.
The project proposes to maintain and improve the CSP Firearms Training Program to benefit DESPP’s critical needs. Other state, federal, international, and host community law enforcement agencies would also utilize this facility as part of the inter-relationships DESPP has with various agencies.
The following are the major facility elements associated with this relocation project:
• Approximately 55,000 gross square feet (GSF) multipurpose training building(s). This building (or combinations of smaller buildings) would contain: classrooms to hold up to approximately 100 troopers and/or cadets; firearms simulator room; open area training room; indoor active-shooter training; gun cleaning and smithing; file storage room; staff offices; firearms vault; ammunition storage vault; recruit/staff kitchen and dinning area; reloading area; target storage area; bathrooms with lockers and showers; and a garage.
• 2 Range Control Towers (approximately 1 story high)
• 1 Qualifying Pistol Range (approximately 200 ft x 170 ft)
• 1 Active Shooter Training Range (approximately 200 ft x 170 ft)
• 1 Rifle Range (approximately 300 yd x 50 yd)
• 1 Shotgun Rifle Range (approximately 100 yd x 30 yd)
• Approximately 125 parking spaces
• Well and septic systems, telecom, and electrical utilities

4. Notice of Scoping for Asnuntuck Community College New Manufacturing Technology Center
Project Title: Asnuntuck Community College New Manufacturing Technology Center (BI-CTC-488)
Project Description: The Connecticut State Colleges and Universities (ConnCSU), in conjunction with Asnuntuck Community College and the Connecticut Division of Construction Services, proposes to construct a new building to aid in the expansion of its existing manufacturing technology program. The new building will be approximately 27,000 gross square feet (GSF) and will contain state-of-the-art instructional spaces for manufacturing technologies, additive manufacturing, and metrology. It will also provide space for computer labs, classrooms, and faculty and administrative spaces. The proposed location for the project is the area to the south of the existing academic building, near the ball fields, where the walking track is currently located. This site was selected for its minimal parking disturbance, its potential for future expansion, and for the possibility of creating a new courtyard between the proposed building and existing campus building. A parking lot expansion of 44 additional parking spaces and a walkway around the perimeter of a park green are also proposed to the south of the proposed building location.

5. Notice of Scoping for Lathrop Road Extension Water Main
Municipality where proposed project might be located: Plainfield

Project Description: The project consists of installation of a new 12-inch ductile iron water main and appurtenances to provide water service to both existing and proposed industrial businesses along Lathrop Road Extension and Community Avenue Extension. This project will be funded through a Small Town Economic Assistance Program (STEAP) Grant distributed by the Office of Policy and Management (OPM). The Connecticut Water Company will oversee this project for the Town and will own and maintain this water main as part of its distribution system once the project is completed.
