1. Notice of Scoping for the Engineering Study for the Extension of Public Water System from Middletown to Durham
Municipalities where proposed project might be located: Middletown, Durham and Middlefield
Project Description: The Town of Durham is preparing an Engineering Study for the potential extension of a public water supply from the City of Middletown to the Town of Durham. The study will include extension of Middletown’s water main along Route 17 into Durham. The base case in this study will include piping to supply drinking water to properties within the Superfund area whose water supply wells are contaminated or threatened by the former releases at the Merriam and Durham manufacturing sites. Various options will be considered to serve other contaminated areas in Durham and an option to also serve contaminated areas in Middlefield that lie on, or close to, the Durham/Middlefield border.Provision of fire protection and connecting the main to the Durham Center Water System will also be considered as options. A similar study was completed in May 2000.The current study will update the information and cost estimates in the 2000 study.

2. Notice of Scoping for the New Haven-Hartford-Springfield Commuter Rail Improvements
Municipalities where proposed project might be located: New Haven, North Haven, Wallingford, Meriden, Berlin, Newington, Hartford, Windsor, Windsor Locks, Enfield, Longmeadow, MA, and Springfield, MA.
Project Description: The proposed improvements include a Start Up Service as proposed in the Final Report of the New Haven-Hartford-Springfield Commuter Rail Implementation Study, June 2005 and a Full Build Alternative. The Start-up Service would include the following:
• Service would operate bi-directionally, Monday through Friday on a 30 minute peak hour schedule (at least 14 one-way trips).

1. Notice of EIE for the Hammonasset Beach Erosion Study

Project Description: Hammonasset Beach State Park has suffered erosion in recent years, particularly at West Beach.This erosion has reduced the useable area of the beach and is threatening infrastructure.This EIE considers strategies to address this situation including no action, managed retreat of the beach with relocation of infrastructure, various offshore wave reduction or wave protection structures, and the proposed action of beach nourishment of 6,425 feet of West Beach from Tom’s Creek to the southeast, to a berm width of 100 feet and a berm height of 8 feet, with or without a terminal stone groin at the southeastern end of the nourished beach segment.

2. Notice of EIE for the Madison Shore Line East
Railroad Station

Project Description: Infrastructure improvements to the Madison Shore Line East (SLE)Railroad Station including a new north-side high level rail platform, a new pedestrian bridge over the active rail line connecting the north-side and south-side platforms, and a new three-level parking garage to accommodate a total of 585 parking spaces. The project is intended to provide a full-service dual-platform commuter rail station and to provide expanded parking to accommodate future commuters with increasing SLE ridership.
