Scoping Notices

Scoping Notices have been issued for the following state projects.  These projects are in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

1. Notice of Scoping for Waterbury-Oxford Airport Taxiway B Extension

Municipalities where proposed project might be located:Oxford and Middlebury, CT

Address of Possible Project Location:288 Christian Street, Oxford, CT 

Project Description:The Department of Transportation proposes to extend Taxiway B at the Waterbury-Oxford Airport to the south end of the airport (Runway 36).  Taxiway B is currently in place from the north end (Runway 18 end) to approximately the midpoint of the runway.  The remaining portion, to be installed with this project, will connect Taxiway B south to the end of Runway 36.

2. Notice of Scoping for Waterbury Transportation Center

Municipality where proposed project might be located: Waterbury

Address of Possible Project Location: Meadow Street (Existing Train Station Site) 

Project Description: An Environmental Assessment/Environmental Impact Evaluation (EA/EIE) will be prepared under National Environmental Policy Act/Connecticut Environmental Policy Act (NEPA/CEPA) for the proposed State action.  The State action is the construction of a new multi-modal transportation center which would consolidate numerous modes of area and local transportation services such as commuter rail services, local bus routes, taxi service, inter-city bus service and shuttles in one location.  The purpose of the proposed action is to improve the efficiency of the transportation system, promote increased transit ridership, ease automotive and pedestrian congestion in downtown Waterbury and restore the Waterbury Green to its original civic function.

This EA/EIE will address the direct impacts of the state action described above as well as secondary and cumulative impacts associated with the proposed multi-modal transportation center.

3. Notice of Scoping for Improvements to the Branford Shore Line East Railroad Station

Municipality where project is located:  Branford

Address of Project Location: Meadow Street and Kirkham Street, Branford, CT 

Project Description:Improvements include the construction of a 250 space surface parking lot on a parcel of land adjacent to the existing railroad station.  Other improvements include the construction of a new north-side high level rail platform, reopening of the original resurfaced 70 space parking lot and construction of approximately 20 surface parking spaces on the north side of the tracks.  This project will provide a total of 340 parking spaces.

1. Notice of EIE for Campus Plan for Central Connecticut State University

Municipality where project is proposed:  New Britain, CT

Address of Possible Project Location:  1615 Stanley Street

Project Description: The purpose of the proposed action is to construct, renovate and demolish facilities located on the campus of Central Connecticut State University as recommended in the 1999 Campus Plan.  The Campus Plan will be implemented in the form of 33 projects ranging from academic, administrative, athletic and residential and are as follows:

1.   Renovation of existing buildings - 17 projects

2.   New construction totaling 615,032 square feet - 11 projects

3.   Demolition of existing facilities - 1 project

4.   New parking garage for 1,000 cars - 1 project

5.   New residential facilities of 905 beds, totaling 266,460 square feet - 3 projects

6.   Athletic fields - 1 project

2.  Notice of EIE for Metropolitan District Long Term Combined Sewer Overflow Control Project

Municipalities where project is proposed: Towns of the Metropolitan District, but primarily Hartford and West Hartford

Project Description: The Metropolitan District proposes to construct improvements to its wastewater collection and treatment system to eliminate pollution from the overflow of combined sewage to area receiving waters during wet weather for up to a one year return period storm.  These improvements include sewer separation in specific areas that experience street or basement back-ups, wet weather treatment improvements at the Hartford Water Pollution Control Plant, consolidation and relief interceptors, deep storage tunnels and related pump stations.  The District’s combined sewer system is over 100 years old and overflows occur during 50 rainfall events in an average year.  This results in the discharge of over 1 billion gallons of untreated combined sewage to area receiving waters annually.  The Metropolitan District is required by a Consent Order with the Department of Environmental Protection to implement the proposed improvements.  The long-term improvement program to be funded, in part, by the Clean Water Fund is anticipated to be implemented over a 16-year time span.

3. Notice of EIE for Implementation of Master Plan Activities, East Haven Rifle Range

Municipality where proposed project might be located: East Haven, CT

Address of Possible Project Location: East Haven Rifle Range, New Haven, CT

Project Description: The objective of the proposed action is to update and modernize existing training facilities and infrastructure within East Haven Rifle Range, and to provide new facilities to meet the Connecticut Army National Guard’s changing mission.  The proposed action is the implementation of activities outlined under the existing Master Plan, including: construction of a new 300 meter Modified Record Fire range, improvements to other existing range areas, construction of new maintenance, workshop and storage buildings, new latrine facilities, entrance improvements, installation of perimeter fencing, improved parking facilities, and other minor appurtenances.
