Scoping Notices

Scoping Notices have been issued for the following state projects.  These projects are in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

1. Notice of Scoping for Proposed Adult Care Facility

Municipality where proposed project might be located: Rocky Hill

Address of Possible Project Location: 287 West Street, Rocky Hill, CT

Project Description: This proposed facility is part of federal grant to the State Department of Veterans’ Affairs involving the construction of a 150-bed new adult care facility, including approximately 200 parking spaces to be located on the Connecticut Veterans Home property in Rocky Hill.  Since, this project is involves federal and state funds it is subject to the National Environmental Policy Act (NEPA) and the Connecticut Environmental Policy Act (CEPA).

Written comments from the public concerning the nature and extent of any environmental impacts of the proposed action are welcomed and will be accepted until the close of business on: April 7, 2005.

Any person can ask the sponsoring agency to hold a Public Scoping Meeting by sending such a request to the address below. If a meeting is requested by 25 or more individuals, or by an association that represents 25 or more members, the sponsoring agency shall schedule a Public Scoping Meeting.

The agency anticipates releasing an Environmental Assessment prepared pursuant to the Federal Department of Veterans' Affairs NEPA guidelines with supplemental information meeting CEPA requirements for this project for public review and comment in June, 2005.

The following Environmental Impact Evaluations have been completed by state agencies and are available for review and comment. 

1. EIE Notice for Three Rivers Community College (TRCC) Consolidation and the Relocation of Norwich Connecticut Technical High School (NCTHS)

Municipality where project is proposed: Norwich

Address of Project Locations: 7 Mahan Drive and 574 New London Turnpike, Norwich, CT 

Project Description: The TRCC consolidation would provide renovations of the existing TRCC main building with approximately 193,000 square feet of new construction to adequately support approximately 2,000 full time equivalent students.  The NCTHS relocation would provide renovations of the existing main building at the Mohegan Campus with approximately 95,000 square feet of new construction to adequately support approximately 550 students.

2. EIE Notice for Reconstruction of Interchange 33 on Interstate 95

Municipality where project is proposed: Stratford, Connecticut

Address of Possible Project Location: I-95, Interchange 33

Project Description: The Connecticut Department of Transportation proposes to reconstruct Interchange 33 on Interstate 95 in Stratford, Connecticut to provide a full diamond interchange.  Currently, this facility is a partial interchange consisting of a southbound entrance ramp to I-95 from the Veterans Boulevard Connector and a northbound exit ramp from I-95 to Ferry Boulevard. The new configuration will include a new southbound off ramp from I-95 to Veterans Boulevard and a new northbound on ramp from Ferry Boulevard to I-95.
