Scoping Notices

Scoping Notices have been issued for the following state projects.  These projects are in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

EIE Notices
The following Environmental Impact Evaluations have been completed by state agencies and are available for review and comment. 

1. EIE Notice for Salmon River Flood Damage Control

Municipalities where project is proposed:  East Hampton, Haddam and East Haddam

Address of Project Locations:  Powerhouse Road and Echo Farm Road, East Haddam

Project Description: The proposed project is construction of an ice control structure and sedimentation basin immediately upstream of the Leesville Dam on the Salmon River in East Hampton, Haddam and East Haddam. The project consists of a series of concrete piers and stone/concrete boulders spanning the main channel, a flow relief channel, and a sediment detention basin.  The project will prevent masses of ice from passing over the Leesville Dam and forming a blockage at and downstream of the Route 151 bridge and will reduce the amount of sediment flowing into the lower Salmon River.  Excavated material will be removed to a gravel pit within Echo Farm State Park.  Construction will impact approximately 1/2 acre of wetlands, which will be mitigated by the improvement of a wetland of comparable size, also at Echo Farm State Park.

The comment period for this document will begin on June 15, 2004 and comments will be accepted until the close of business on:  July 30, 2004

Any person can ask the sponsoring agency to hold a Public Hearing on this EIE by sending such a request to the address below by June 25, 2004.  If a hearing is requested by 25 or more individuals, or by an association that represents 25 or more members, the Department of Environmental Protection must schedule a Public Hearing.
