1. Notice of Scoping for Chester Wastewater Planning Study
Municipality where proposed project would be located: Chester
Address of Possible Project Location(s): "Village area" of Chester
Project Description: A study of the most suitable means to meet the wastewater disposal needs in the central portion of the town of Chester, commonly refered to as the "village area", and its proximal areas. The village area has a long history of water pollution problems from on-going wastewater disposal systems. Also, the community subsurface system located off Maple Street that services the village area is not adequate to meet future needs. These historic problems in the village area are a result of population density, small lot sizes, high groundwater and poor soils. The study will evaluate the existing community subsurface disposal system for rehabilitation or expansion, and explore connecting to the existing Town of Deep River's collection system as an alternative for treatment and disposal. The study area includes the existing village area and an proposed sewer route to Deep River's collection system.

2. Notice of Scoping for Consolidation of Three Rivers Community College and the Relocation of Norwich Regional Vocational Technical School

Project Description:
The proposed project is comprised of two actions, the consolidation of the Three Rivers Community College (TRCC) and the relocation of the Norwich Regional Vocational Technical School (NRVTS) in Norwich, Connecticut. Currently, the TRCC is comprised of two separate campuses located in Norwich -- the Mohegan Campus and the Thames Valley Campus. Part of the proposed project would be to relocate all of the TRCC to the Thames Valley Campus. The other part of the proposed project would be to relocate all of the NRVTS from the Thames Valley Campus to the Mohegan Campus.
The existing 42-acre Mohegan Campus site is situated south of Ox Hill Road, west of Mahan Drive, east of Harland Road, and abuts the Thomas Kelly Junior High School to the south.
The existing Thames Valley Campus is situated on approximately 156-acres of state-owned property. In addition to the TRCC, this property also contains the NRVTS and the Uncas on the Thames Hospital. Approximately 53 acres of the total site could be affected by this proposed action.
New development and site improvements are proposed to meet the programmatic needs of both the TRCC and the NRVTS at their respective locations.
The Board of Trustees of Community-Technical Colleges is considered the CEPA Sponsoring Agency and the Department of Education, along with the Department of Public Works, are considered the CEPA Participating Agencies for this CEPA project.

3. Notice of Scoping for Proposed New Hazardous Waste Storage Facility
Municipality where proposed project might be located: University of Connecticut Storrs Campus, Mansfield, CT

Project Description:
The proposed action is the construction of a new Hazardous Waste Storage Facility (HWSF) for the University of Connecticut at a site located west of, and adjacent to the University's Wastewater Treatment Plant (WWTP) off LeDoyt Road in the northwestern area of the Storrs Campus. The proposed action also involves the decommissioning of the existing HWSF located off Horsebarn Hill Rd. in the eastern portion of the Storrs Campus. The new HWSF would be a state-of-the-art facility designed in compliance with all applicable state and federal regulations and standards. An area of approximately 1/3 acre is needed for the new facility and supporting infrastructure. The preferred site is an area that was formerly the sand filter beds of the WWTP.

1. EIE Notice for Parking Garage and Associated Site Improvements at the Midtown Campus of Western Connecticut State University
Municipality where project is proposed: Danbury
Address of Possible Project Location: On the Midtown Campus of WCSU at the corner of Fifth Avenue and Osbourne Street
Project Description: The purpose of the proposed action is to construct at the WCSU Midtown Campus in Danbury, Connecticut, a parking garage for approximately 831 cars, in addition to minor surface parking and associated courtyards, walkways, and landscaping.
