Scoping Notices

Scoping Notices have been issued for the following state projects.  These projects are in the earliest stages of planning.  At the scoping stage, detailed information on a project's design, alternatives, and environmental impacts does not yet exist.  Sponsoring agencies are asking for comments from other agencies and from the public as to the scope of alternatives and environmental impacts that should be considered for further study.  Send your comments to the contact person listed for the project by the date indicated.

1. Notice of Scoping for Town of Groton Wastewater Treatment Plant Upgrade

Municipality where proposed project would be located: Groton

Address of Project Location: 170 Gary Court, Groton

Project Description: The purpose of the proposed action is to expand and upgrade the Town of Groton's wastewater treatment plant from 5.0 million gallons per day to 7.5 million gallons per day.  This upgrade will include nitrogen removal facilities to achieve compliance with the general permit for nitrogen discharges from wastewater treatment plants.  In addition, there will be a modification of the sanitary sewer service area, as reflected on the project map.

The agency expects to release an Environmental Impact Evaluation for this project, for public review and comment, in September 2003.


2. Notice of Scoping for Clinton Sanitary Sewers and Wastewater Treatment Facility

Municipality where proposed project would be located: Clinton

Project Description: The Town of Clinton is engaged in wastewater facilities planning to evaluate their long-term wastewater disposal needs.  Preliminary results of the study have indicated a potential need for sanitary sewers and associated wastewater treatment facilities for a number of areas within town.  Sewers will address identified and potential water pollution problems due to poor soils and small lot sizes in select areas of town (click here to see map) where it has been determined that conventional, health code compliant septic systems cannot be installed or cannot adequately protect the environment.  Evaluation of treatment alternatives will include

1.  A surface water discharge to the Hammonasset River (click here to see map)

2.  A subsurface discharge of treated effluent to one or more inland sites (click here to see map)

Evaluation of collection system alternatives will include conventional gravity sewers as well as low pressure sewers.

The chosen infrastructure will be sized to accommodate existing development with potential for growth limited to that which is consistent with the Conservation and Development Policies Plan for Connecticut.

Areas of concern within the town not served by the selected municipal infrastructure may be regulated though the implementation of a decentralized wastewater management plan.

EIE Notices

The following Environmental Impact Evaluations have been completed by state agencies and are available for review and comment. 

1. EIE Notice for Medical Arts and Research Building

Municipality where project is proposed: Farmington

Address of Possible Project Location: 263 Farmington Avenue

Project Description: In accordance with the Connecticut Environmental Policy Act, a Draft Environmental Impact Evaluation (EIE) has been issued by the University of Connecticut Health Center.   The Draft EIE evaluates the environmental effects of the construction of a Medical Arts and Research Building (MARB) at the UCHC Farmington Campus. The MARB will be approximately 100,000 square feet and will house an ambulatory surgery center on the first floor. The Connecticut Office of Health Care Access has authorized the establishment of the ambulatory surgery center. The ambulatory surgery center will include up to five (5) operating rooms, space for pre- and post-anesthesia care, and administrative offices and will be leased to the Farmington Surgery Center, LLC.

The upper floors will be utilized for the Musculoskeletal Institute, which will include research and clinical offices, radiology and physical rehab space to centralize and expand UCHC programs in orthopedics and related fields. The proposed project location is on a currently unoccupied portion of the UHC Campus adjacent to the Administrative Services Building. The building will tie into existing campus utilities and will include parking area construction.
