Municipalities where proposed project would be located:Marlborough and East Hampton Project Description: Construction of sanitary sewers to serve the Lake Terramuggus area and Marlborough town center. Sewers will address identified and potential water pollution problems due to poor soils and small lot sizes around Lake Terramuggus. Capacity in the lake area will be sized to accommodate existing development, with minimal capacity for growth or expansion. Capacity in the town center will be sized to accommodate existing needs and projected growth, consistent with the town’s plan of development. Wastewater will be conveyed to East Hampton for treatment and disposal. The East Hampton Water Pollution Control Facility was designed to accept and treat flows from Marlborough and has adequate capacity to do so, without need for expansion. Project Description: As a congestion mitigation measure, the Connecticut Department of Transportation (ConnDOT) proposes to use the outside shoulders (breakdown lanes) as travel lanes during peak traffic hours on Interstate 95 between Interchange 8 in Stamford and Interchange 18 in Westport. The project would be constructed within existing ConnDOT right of way limits. The project would allow automobiles to use the outside shoulder as a travel lane south bound during the peak hours of travel in the morning and north bound during the afternoon hours. Trucks and other commercial vehicles would be prohibited from using the shoulders as travel lanes at any time. The project would include the use of ramp metering technology to moderate traffic flow onto the highway from entrance ramps during hours of operation. This system would utilize traffic sensors and signals to regulate flow onto the main line. Written comments from the public are welcome and will be accepted until the close of business on: Friday, April 4, 2003. Public Scoping Meetings: ConnDOT intends to hold one public scoping meeting in each of the corridor towns during the month of March, 2003. The date, time, and location of these meeting has not been determined. ConnDOT will announce the meetings in local newspapers once they have been determined.
