Project Description:
The Town of Southington is interested in creating a new industrial park. The CT Department of Economic & Community Development (DECD) is working with the Town of Southington to evaluate potential sites through an Environmental Impact Evaluation (EIE) study, in accordance with the CT Environmental Policy Act (CEPA). At this time, prospective sites include: 1) 113 acre site located east of State Route 229 and south of West Queen Street; 2) 62 acre site located west of State Route 229 and south of Churchhill Street; and 3) 68 acre site located south of Town Line Road and north of Robert Porter Road. The purpose of the EIE is to identify a preferred site for the proposed industrial park, which would subsequently be planned and developed.

Written comments from the public are welcomed and will be accepted until the close of business on August 22, 2003 by 4:00 p.m.

Osborn Expansion at the Osborn Correctional Institution Draft EIE

Project Description:
As required by CEPA, an Environmental Impact Evaluation (EIE)was
prepared in December, 2002 to address the impacts of a proposed 720-bed
expansion at the Osborn Correctional Institution (CI) in Somers, CT. As
part of the Draft EIE, existing water and sewer utilities was evaluated.
The review of this information revealed a large discrepancy in the
amount of water being consumed and the amount of sewage being discharged
from the Enfield-Somers CI Complex.
In order to shed light on this discrepancy, a short-term sewage flow
monitoring effort in September-October, 2002 (3 weeks)and again in
October-November (1-week) at a manhole immediately west of the Town of
Enfield metering station on Shaker Road. Results of this monitoring
revealed sewage flows of approximately 1 million gallons/day. This
figure does not comport with any of the water or sewage metering data.
At the Public Hearing on the Draft EIE in January, 2002, The Connecticut
Department of Correction (DOC) stated that a comprehensive water and
sewer study would need to be conducted in order to reconcile these
discrepancies and serve as the basis for remedial actions that may be
required. It was stated that the results of this study would be
presented at another Public Hearing.
This Water and Sewage Flow Monitoring Study as well as the December 2002
Draft EIE are now available for public review and comment.

2. EIE Notice for Intermodal Transportation Center
Municipality where project is proposed: Bridgeport, CT
Address of Possible Project Location: Water Street (see maps)
Project Description: The City of Bridgeport is undertaking the reconstruction of a multi-phased intermodal facility to be located in the downtown area. This new facility will be designed to physically and functionally integrate a variety of existing and proposed modes of transportation in the heart of the central business district. The combination of commuter and high-speed rail, ferry, intra- and inter-city bus, taxi, limousine, airport shuttle, automobile and pedestrian modes in a single facility is expected to be an important transportation and economic development magnet to the downtown and waterfront.
