3. Notice of Scoping for Medical Arts Research Building

Project Description: 

The University of Connecticut Health Center (UCHC) plans to construct a Medical Arts and Research Building (MARB) at the UCHC Farmington Campus.  The MARB will be approximately 100,000 square feet and will house an ambulatory surgery center on the first floor. The Connecticut Office of Health Care Access has authorized the establishment of the ambulatory surgery center.  The ambulatory surgery center will include up to five (5) operating rooms, space for pre- and post-anesthesia care, and administrative offices and will be leased to the Farmington Surgery Center, LLC. 

The upper floors will be utilized for the Musculoskeletal Institute, which will include research and clinical offices, radiology and physical rehab space to centralize and expand UCHC programs in orthopedics and related fields.  The proposed project location is on a currently unoccupied portion of the UHC Campus adjacent to the Administrative Services Building. The building will tie into existing campus utilities and will include parking area construction.  Depending on site design, relocation of the existing helipad may be required as part of the proposed project.

3.  Notice of Scoping for Master Plan Improvements at Central Connecticut State University

Project Description: The purpose of the proposed action is to construct, renovate and demolish facilities located on the campus of Central Connecticut State University as recommended in the 1999 Master Plan.  The Master Plan will be implemented in the form of 34 projects ranging from academic, administrative, athletic and residential and are as follows:

1. Renovation of existing buildings - 16 projects

2. New construction totalling 680,085 square feet - 12 projects

3. Demolition of existing facilities - 1 project

4. New parking garage for 1000 cars- 1 project

5. New residential facilities of 905 beds totalling 291,003 square feet - 3 projects

6. Athletic fields - 1 project

MUNICIPALITY: New Haven, Connecticut

PROJECT DESCRIPTION:

The Connecticut Department of Transportation proposes to reconstruct Interstate 95 from Canal Dock Road to Howard Avenue, New Haven, to provide increased capacity and improved safety and traffic operations . The proposed project includes widening of I-95 to accommodate four 12-foot traffic lanes, one 12-foot operational lane, and 12-foot left and right shoulders in each direction separated by a 6-foot median. A relocated and reconfigured Interchange 46 (on and off ramps for Sargent Drive and Long Wharf Drive) is proposed at Long Wharf Extension, approximately 2300 feet south of the present location to maximize the distance between adjacent interchanges 45 and 47. The proposed project also includes a pedestrian bridge over I-95, the replacement of the I-95 bridge over Long Wharf Extension, the reconstruction of Long Wharf Drive and the partial reconstruction of Sargent Drive.

This project is west of the I-95 New Haven Harbor Crossing Corridor Improvement Program ("Q" Bridge Program) that the Connecticut Department of Transportation (ConnDOT) is undertaking to rebuild 7 miles of I-95 from Interchange 46 in New Haven to Interchange 54 in Branford.

An Environmental Impact Evaluation will be conducted to examine project alternatives, project impacts, and proposed mitigation for construction of the new roadway and associated drainage systems, intersections, walkways, sidewalks, curbing, and illumination.

1. EIE Notice for Technology Classroom Building, Naugatuck Valley Community College (NVCC)

Address of Possible Project Location: 750 Chase Parkway

Project Description: The proposed action consists of the construction of a new Technology Classroom Building (TCB), consisting of approximately 100,000 square feet of new building space.  The building program will provide new, more flexible classrooms and computer laboratory space for the technology programs at NVCC.  The improvements will also create efficient space for a variety of programs including those currently utilizing seven 30-year-old existing structures present on site.  The Automotive Technology Program, which currently leases space off-campus, will be housed in the TCB.  Approximately 5,000 sf of greenhouse space will also be provided to replace its existing antiquated facility.
