Project Description: As a congestion mitigation measure, the Connecticut Department of Transportation (ConnDOT) proposes to use the outside shoulders (breakdown lanes) as travel lanes during peak traffic hours on Interstate 95 between Interchange 8 in Stamford and Interchange 18 in Westport. The project would be constructed within existing ConnDOT right of way limits. The project would allow automobiles to use the outside shoulder as a travel lane south bound during the peak hours of travel in the morning and north bound during the afternoon hours. Trucks and other commercial vehicles would be prohibited from using the shoulders as travel lanes at any time. The project would include the use of ramp metering technology to moderate traffic flow onto the highway from entrance ramps during hours of operation. This system would utilize traffic sensors and signals to regulate flow onto the main line. Written comments from the public are welcome and will be accepted until the close of business on: Friday, April 4, 2003. Public Scoping Meetings: ConnDOT intends to hold one public scoping meeting in each of the corridor towns during the month of March, 2003. The date, time, and location of these meeting has not been determined. ConnDOT will announce the meetings in local newspapers once they have been determined.

Municipality where proposed project might be located: Farmington, CT Address of Possible Project Location: UConn Health Center, 263 Farmington Ave. Project Description: The University of Connecticut Health Center (UCHC) plans to construct a Medical Arts and Research Building (MARB) at the UCHC Farmington Campus. The MARB will be approximately 100,000 square feet and will house an ambulatory surgery center on the first floor. The Connecticut Office of Health Care Access has authorized the establishment of the ambulatory surgery center. The ambulatory surgery center will include up to five (5) operating rooms, space for pre- and post-anesthesia care, and administrative offices and will be leased to the Farmington Surgery Center, LLC. The upper floors will be utilized for the Musculoskeletal Institute, which will include research and clinical offices, radiology and physical rehab space to centralize and expand UCHC programs in orthopedics and related fields. The proposed project location is on a currently unoccupied portion of the UHC Campus adjacent to the Administrative Services Building. The building will tie into existing campus utilities and will include parking area construction.
