Adult-Use cannabis establishments with a provisional license are approved by the Department of Consumer Protection to work toward securing a final license, which is required for cannabis establishments to commence operations.
The provisional license does not allow an adult-use cannabis establishment to commence operations. The address or city listed on the provisional license may not reflect the final location for the cannabis establishment.
Only a provisional license holder may be awarded a final license. A provisional license certificate will list the date on which the provisional license will expire. A final license may only be issued by DCP to a provisional license holder once all final license requirements are met, including, but not limited to, payment of the required licensing fees and proof of the following:
- Final inspection of the cannabis establishment
- Any necessary zoning approval from the municipality where the cannabis establishment will be located
- Proof of the right to occupy the cannabis establishment’s location
- Security requirements established in the Department’s policies and procedures
- A contract with an entity for an approved electronic seed-to-sale tracking system
- Compliance with the labor peace agreement requirements found in Connecticut General Statutes Section 21a-421d
- Policies for preventing misuse and diversion of cannabis and sales to underage individuals
- A social equity plan approved by the Social Equity Council
- A workforce development plan approved by the Social Equity Council
- If applicable, a certification that a project labor agreement was entered into by the cannabis establishment prior to construction of any facility
